This is a bond-funded position and is contingent on availability of funds.

Position Purpose

Responsible for conducting safety inspections and assessments for all construction projects in the District's Capital Improvement Program; ensures construction projects are consistent with approved construction practices and comply with state and local agency requirements; reviews construction schedules; helps coordinate required inspections with governmental entities; and serves as a District liaison overseeing the work performed by the general contractors, architects, and engineers on assigned projects.

ESSENTIAL JOB FUNCTIONS

Safety

• Develops, evaluates and revises/updates the Fort Worth ISD's Safety Program for use in the Capital Improvement Program.
• Performs safety surveys and inspections, prepares written reports of findings and makes recommendations for corrective or preventive measures where indicated, and follows up to ensure measures have been implemented.
• Assesses structural safety of facilities; inspects damage to facilities to assess safety and adequacy of structures; inspects fire, flood, and wind damage, as well as deterioration through ageing.
• Inspects and reviews projects to monitor compliance with building and safety codes, and other regulations.
• Conducts Safety Orientation meetings with general contractors after each bid is awarded.
• Conducts accident and incident investigations, determines probable causes and makes recommendations for corrective actions.
• Compiles and maintains safety files and records for assigned construction projects.
• Observes and reports violations of district-required badging of workers on district property.

Construction

• Studies and becomes familiar with plans and specifications of assigned construction project(s).
• Inspects the substratum bearing quality of footings, pouring of concrete, construction, and installation of the various components of the structure, to ascertain whether such work is performed in accordance with the plans and specifications, and is consistent with approved construction practices.
• Resolves differences of opinion between owner, architect, and contractor on job problems.
• Reviews general status of job, weather, number of workers engaged in the work, specification violations, issues and corrective actions taken for resolution; and provides detailed weekly updates on assigned projects during CIP meetings.
• Ascertains, in conjunction with architect, a fair value of work completed, and advises the Senior Officer as to the accuracy of the contractor's requisition for monthly payment, and recommends either acceptance or rejection.

Knowledge, Skills & Abilities

• Knowledge of the materials and methods used in the construction of buildings and related structures; and of applicable codes and regulations
• Knowledge of methods for assessing the structural adequacy of damaged buildings
• Knowledge of mechanical drawing, general construction surveying, and cost estimating
• Ability to read, interpret and apply construction plans, specifications, applicable building codes and regulations, and to recognize deviations from such requirements
• Ability to detect structural and other faults and to appraise the quality and rate of construction progress of project
• Ability to maintain accurate construction records and to prepare complete and concise reports.
• Ability to use software to create spreadsheets, databases, and do word processing
• Ability to organize and coordinate work
• Ability to communicate effectively, both oral and written forms
• Ability to engage in self-evaluation with regard to performance and professional growth
• Ability to establish and maintain cooperative working relationships with others contacted in the course of work

Travel Requirements

• Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

• Tools/Equipment Used: Standard construction equipment including small hand tools, power tools, and measuring instruments; light truck or van
• Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting
• Motion: Frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving
• Lifting: Heavy lifting and carrying (45 pounds and over) on a daily basis
• Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and materials, noise, vibration, and electrical hazards; work around machinery with moving parts; may work alone; regularly work irregular hours; occasional prolonged hours; frequent districtwide travel
• Attendance: Regular and punctual attendance at the worksite is required for this position.
• Mental Demands: Maintain emotional control under stress.

Minimum Required Qualifications

• Education:

• Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;

• Bachelor's degree in structural or mechanical engineering, construction management, or a related field preferred.

• Certification/License: OSHA 500 certification preferred.

• Experience:

• 7-10 years' experience in construction management or facility maintenance required.
