Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

Under the general direction of the Chief Deputy Director, the Chief Administrative Officer, Manager II, serves as a member of the Executive Leadership Team (ELT) and provides strategic oversight of the Employment Training Panel's (ETP) administrative services. The incumbent overseas multiple functional units, including Budget Administration, Accounting Management, Contract Services, Human Resources, and Business Services, through subordinate Supervisors. This role ensures compliance with all applicable state and federal laws, rules, and regulations, and represents ETP in high-level fiscal, administrative, and labor relations meetings.

As the ETP's labor Relations Officer, the Manager II represents ETP in labor relations matters and advises management on complex employee relations issues. The incumbent plans, organizes, and directs the work of subordinate managers and staff, recruiting, training, mentoring, and evaluating staff to foster a culture of accountability and continuous improvement. This position also serves as the backup Equal Employment Opportunity (EEO) Officer, supporting the implementation of non-discrimination policies, conducting investigations, and promoting equal employment opportunity.

Ultimately, the position aligns fiscal strategy, workforce planning, and administrative operations with ETP's mission and long-term goals, including the implementation of new programs funded through state and federal sources. The incumbent provides leadership, policy direction, and oversight to ensure effective financial management, operational efficiency, workforce equity, and organizational accountability.

This position may be headquartered at any of ETP office locations (Sacramento, San Francisco, North Hollywood, or San Diego) and may be eligible for telework under ETP's telework policy. California government code section 14200 requires employees to reside in California to telecommute employees are required to report to their headquarters office as travel expenses needed to and from the assigned headquarters are the responsibility of the employee.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
