Job Description and Duties

Under the administrative direction of the Deputy Director of Operations, the Business and Acquisition Services Branch (BASB) Branch Chief provides oversight and direction for enterprise administrative and operational support functions of the Branch and may act in the absence of the Assistant Deputy Director of Operations. The incumbent translates the Lottery's Strategic Plan and Annual Business Plan into specific, actionable objectives, allocating resources, and tracking performance the performance of BASB staff. The Branch Chief's areas of responsibility include contract administration and procurement services, enterprise-wide and division policy and procedure administration, business services, administration and testing of the Lottery's business continuity plan, mail and reproduction services, administrative services support for the division, including planning and administration of the division's budget, oversight of procurement operations, and change management processes.

This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: "telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Ability to build and direct an agile procurement/acquisition operation that is exempt from Department of General Services (DGS) procurement oversight and that meets the enterprise needs of an organization operating within a retail environment.
  • Previous management oversight for an enterprise-wide procurement/acquisition function that includes responsibility for procurement of Information Technology (IT) and non-IT goods and services. Competitive candidates will possess experience such as procuring consulting services, overseeing formal bidding processes, guiding contract negotiations, risk evaluation, procuring architectural, engineering and/or construction project management resources, and directing the development and implementation of contract development and management training.
  • Prior supervisory or people management experience that includes managing subordinate managers and/or supervisors.
  • Experience building collaborative relationships with executive and senior management stakeholders as well as with procurement staff and management.
  • Demonstrated experience effectively managing organizational change in a manner that incorporates input from stakeholders, provides tools and training to support processes, and engages the support of procurement team members.
  • Experience cultivating cross-functional collaboration, fostering a team environment, and promoting a high-performance culture.
  • Experience translating organizational goals and objectives into actionable operational plans.
  • Excellent analytical and problem-solving skills.
  • Ability to coach, mentor and develop subordinate management and supervisory staff.
