Job Description and Duties

Under general direction of the Assistant Deputy Director, the Manager I serves as the section chief of innovation and product owner representing the Patient Care Coordination Division (PCCD) and the Patient Management Unit's (PMU) business processes to support the Department of State Hospital's (DSH) EHR system and catalogue of ongoing projects. The incumbent will lead the development and enhancement of projects by aligning business goals with user needs, while simultaneously analyzing and redesigning core business processes to drive efficiency, innovation, and productivity across the division. Serving as the division's product owner, oversee business process re-engineering, in close collaboration with the Technology Services Division (TSD)and the Research Evaluation and Data Insights Division (REDI) to facilitate business workflow integration and configuration with EHR and related projects using Lean, Kanban and other efficiency and/or modern project management principles. The incumbent will, through partnership with division leadership and stakeholders, provides product ownership and leads organizational change management for all associated projects. The incumbent oversees the development, deployment, and maintenance of educational and training programs, development of policies and procedures, and the development of program-specific reporting functionality. Provides direct supervision and leadership for the Innovation and Governance Section.

Working Conditions

  • This position reports to the Allenby Building in Sacramento. A hybrid Telework schedule, consistent with the State of California's in-office requirement, may be considered with prior approval from management. The incumbent will also be required to travel throughout California as needed, with prior notice.
  • If approved, the incumbent must be able to report to the office in Sacramento for trainings, meetings, to complete tasks which cannot be completed remotely, and as requested by management. Travel expenses associated with commuting to the headquarters location are not reimbursable, other than authorized transit subsidies.
  • DSH-Sacramento is located at an 11-floor high rise building.

  • Communication - Well-developed communication and exceptional interpersonal skills with experience working with executive teams, external partners, vendors and contractors. In addition, experience presenting ideas, conclusions, and other information effectively, both orally and in writing, and communicating technical and program issues to both technical and non-technical audiences. Strong presentation skills.
  • Technical Experience - Experience as a subject matter expert or overseeing subject matter experts or business analysts on major technology projects, especially government projects, including experience with user acceptance testing and project management principles. Ability to communicate effectively and work collaboratively with a team of technical and non-technical subject matter experts to ensure business needs are addressed in a manner that will promote adoption solutions by internal and external stakeholders.
  • Data Literacy - Advanced to expert level data literacy including data governance principles and a demonstrated ability to communicate data and data analytics orally, visually, and in writing along with the ability to work in partnership with data professionals.
  • Change Management and Training - Knowledge of foundational principles, best practices and industry standards of organizational change management as well as the ability to lead a through the change management process. Solution oriented, possessing the ability to think strategically and function effectively as a member of a top management team. Experience developing and providing technical training to a wider variety of non-technical users.
  • Business Process Re-Engineering - Knowledge of Lean and/or Kanban principles. Experience evaluating processes and procedures for efficiency. Experience with business process re-engineering in response to statutory, court-mandate, or technology-driven changes or requirements. Experience facilitating workshops, stakeholder interviews, drafting business requirements, documenting and developing workflow maps.
  • Administration - Experience drafting and implementing policies and regulations. Experience with IT and non-IT procurement including managing contractors and reviewing invoices. Experience managing a project-based budget.
  • Supervision and Leadership: Experience developing and supervising high-performing teams. Ability to use best practices in management and supervision to motivate teams, maintain positive relationships with internal and external stakeholders.
