The Manager of Environmental Health & Safety ("EH&S") is responsible for the day-to-day execution, enforcement, and continuous improvement of Environmental, Health, and Safety programs within a High-Performance Compute Center ("HPCC") environment. This role ensures EH&S programs are effectively implemented across all phases of a site's lifecycle, including active brownfield redevelopment, phased construction, commissioning, and steady-state HPCC operations.

Reporting to the Director of Corporate EH&S, the EH&S Manager serves as the on-site authority and practitioner, translating corporate EH&S policies into actionable site-level processes and ensuring compliance without compromising mission-critical performance. This role operates in complex environments where live operations and active construction coexist, requiring disciplined coordination, strong field presence, and sound judgment.

Key Responsibilities

Program Implementation & Compliance
- Implement and enforce the corporate EH&S program at assigned HPCC site(s).
- Translate corporate EH&S policies, standards, and philosophies into site-specific procedures and controls.
- Establish and maintain clear accountability for EH&S compliance across all site activities.
- Ensure compliance with applicable EH&S regulations, codes, and standards (OSHA, NFPA, EPA, DOT, and local jurisdictional requirements).
- Support permitting, inspections, audits, and regulatory reporting requirements.
- Timely delivery of all applicable local, state, and federal regulatory obligations.
- Zero serious incidents or regulatory violations at assigned site(s).
- Consistent EH&S compliance across construction and operational activities.

Site Leadership & Presence
- Serve as the primary on-site EH&S point of contact for employees, contractors, service providers, and visitors.
- Provide visible, consistent EH&S leadership in operational and construction environments.
- Oversee EH&S performance in environments with simultaneous construction phases and live operations.
- Enforce safety protocols for shared access, logistics, and overlapping work zones.
- Serve as the primary point of contact for employees reporting workplace injuries, illnesses, or safety concerns.
- Recognition as a trusted on-site EH&S leader.
- Strong working relationships with construction, operations, and facilities teams.

Construction & Operations Safety
- Participate in joint safety planning with construction managers, commissioning teams, and operations staff.
- Review Job Hazard Analyses (JHAs), Method Statements, and Permit-to-Work systems.
- Monitor high-risk activities including electrical work, energized systems, confined spaces, hot work, and heavy equipment operations.

Inspections, Audits & Hazard Management
- Conduct routine site inspections, audits, and safety observations.
- Identify hazards, assess risks, and implement corrective and preventive actions.
- Support incident investigations, root-cause analysis, and closure of corrective actions.
- Promote near-miss reporting and proactive hazard identification.
- Support continuous improvement through lessons learned, audits, and trend analysis.
- Demonstrated improvement in leading indicators (near-miss reporting, audit findings closure, training engagement).

Training & Emergency Preparedness
- Deliver and coordinate EH&S training, toolbox talks, and safety awareness initiatives.
- Ensure training records, qualifications, and site access requirements are maintained.
- Reinforce a strong "safety-first" culture aligned with corporate expectations.
- Support development and execution of Emergency Response Plans (ERPs) and site-specific emergency procedures.
- Coordinate with Operations, Facilities, and Security teams to ensure unified emergency response readiness.
- Participate in drills, exercises, and after-action reviews.

Reporting & Communication
- Track and report EH&S performance metrics including incidents, near misses, audits, and training completion.
- Escalate significant EH&S issues to the Director of Corporate EH&S per established protocols.
- Provide clear, timely communication on EH&S risks, controls, and expectations.

Injury Management
- Conduct initial injury triage and assessment for severity and appropriate response.
- Provide guidance on immediate care options, including first aid, occupational health clinics, urgent care, or emergency services.
- Ensure timely documentation of incident details and maintain accurate injury records.
- Track and follow up on physician appointments, treatment plans, and medical documentation.
- Participate in workers' compensation claim reviews, legal consultations, and litigation discussions when necessary.
- Partner with HR and supervisors in helping determine reasonable accommodations or alternate duties as appropriate.

Required Experience

- Bachelor's degree in a related field or equivalent practical experience in Environmental Health & Safety.
- 3–6+ years of hands-on EH&S experience, preferably in complex, high-risk operational or construction settings.
- Professional certifications (CSP, ASP, CHMM, or equivalent).
- Working knowledge of OSHA standards, NFPA codes (including NFPA 70E), EPA regulations, and EH&S best practices.
- Experience supporting EH&S in co-located construction and live operational environments.
- Strong communication, organization, and interpersonal skills.
- Ability to operate effectively in fast-paced, high-risk, mission-critical settings.
- Practical, detail-oriented, and collaborative leadership style.
- Ability to balance compliance requirements with operational realities.
- Ability to meet physical requirements such as standing or walking for extended periods.
