Manager, Employee Benefits
Position Summary
The Business Office will support the vision for Camden City School District by providing sound fiscal management, quality services and business solutions. The Manager - Employee Benefits is responsible for the accurate and timely processing of new and existing staff health benefits, ensuring compliance with federal and state regulations, district policies, collective bargaining agreements, and all reporting requirements of the New Jersey Division of Pensions & Benefits (NJDPB). Additionally, this role will also process all staff 403 (b) investments, FSA deductions, Aid in Lieu of Benefits payments, State of NJ pension enrollments and other employee deductions as necessary. This role will also support payroll and pension when required.
Certification Requirements (NJDOE-Aligned)
Required:
- Bachelor's degree in business, human resources, or closely related discipline
- At least 5 years of related work experience, preferred with at least-3 years of finance or payroll related experience strongly preferred, ideally in a non-profit, education, consulting and/or entrepreneurial environment working in settings that serve low-income students and communities
- Experience with compiling and analyzing data to drive decision-making
- Demonstrated skills in database management and record keeping
- Knowledge of a variety of Microsoft programs including Google, Excel, Word, Access and PowerPoint record keeping and data processing.
- Demonstrated experience working with online payroll data systems
- A valid driver's license as well as current insurance and vehicle with valid registration
- Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
PREFERRED SKILLS
- Strong in-depth understanding and knowledge of school benefit programs including the State Health Benefit Plan.
- Knowledge of human resource information systems
- Certified Payroll Professional (CPC) or Fundamental Payroll Certification (FPC) credential preferred
Core Responsibilities
Major responsibilities of the role include, but are not limited to:
Benefit Processing
- Process properly completed enrollment forms for all benefits lines.
- Prepare, audit, and process monthly benefits invoices for all employee benefits for all district employees.
- Accurately process employees benefits to the proper budgetary accounts.
- Ensure benefit invoices are paid accurately in accordance with employment contracts, salary guides, and board-approved actions.
- Maintain accurate records, deductions, and adjustments for auditors.
- Review payroll data to make sure proper employee deductions are occurring to collective bargaining agreements and State law.
- Responds promptly to all employee inquiries regarding benefit deductions and provide accurate information
- Supports the Division of Talent and Labor Relations in providing payroll orientation for new employees during the onboarding process
- Verifies that all new hire paperwork has been entered into the district's human resources information system accurately in close collaboration with the Division of Talent and Labor Relations
- Assists in the maintenance of financial controls and audit trails for all employee transactions
- Assists the SBA with compiling data needed for various reports throughout the school year
- Maintains data integrity of the District Personnel Recordkeeping System (PCR) by providing employee benefit data and reporting
- Supports project management of new data and budget initiatives related to payroll and human resources processes
- Prepare all invoices for employee contributions for employees who are on a leave of absence with coordination with the Division of Talent and Labor Relations
- In coordination with the School Business Administrator, submit the annual open enrollment forms for health benefits and flexible spending accounts.
NJ Division of Pensions and Benefits (NJDPB) Functions
Process enrollments, terminations, and changes for all pension-eligible employees (TPAF, PERS, PFRS if applicable).
Complete and submit required NJDPB forms, including:
Enrollment Applications
Transfer Forms
Withdrawal/Loan Requests
Retirement Applications
Maintain compliance with NJDPB rules regarding:
Pension eligibility, Breaks in service
The accurate determination of pensionable vs. non-pensionable earnings
In coordination with the Senior Manager of Payroll, support the submission of the Quarterly Reports of Contributions (ROC) and reconcile pension deductions.
Support payroll in the process TPAF/PERS loan deductions and ensure accurate remittance.
Monitor and update EPIC and MBOS transactions timely.
Support the Payroll Supervisor in any retroactive adjustments when collective bargaining agreements are reached.
Ensure compliance with Chapter 78 and Chapter 44 health benefit contribution requirements.
Complete the required Chap 44 health benefit report due annually
Maintain accurate records for PERS/TPAF service credit, leaves of absence, and arrears.
Performs other duties as assigned by the Senior Manager of Payroll and/or designee

Residency Requirement
Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
