Basic Function
HF Sincalir is looking for a Manager, EHS Midstream & Asphalt who manages all aspects of the Environmental, Health and Safety (EHS) function for Midstream & Asphalt
Job Duties
Lead and champion a strong EHS culture aligned with company values and operational excellence.
Serve as a trusted advisor to operations leadership on EHS risk, regulatory obligations, and best practices.
Coach, mentor, and influence leaders, supervisors, and front-line employees on safe work behaviors.
Establish consistent EHS expectations across midstream and asphalt business units.
Ensure compliance with all applicable federal, state, and local EHS regulations, including but not limited to:
OSHA (Process Safety, LOTO, HazCom, Confined Space, Fall Protection)
EPA (SPCC, air permits, stormwater, wastewater, RMP)
PHMSA (pipelines and terminals, where applicable)
DOT, NFPA, and applicable state agencies
Maintain awareness of regulatory changes affecting midstream and asphalt operations.
Coordinate and lead regulatory inspections, audits, and agency interactions.
Identify, assess, and mitigate EHS risks associated with:
Asphalt production and handling
Terminal and tank farm operations
Pipeline operations
Hot work, confined space entry, and heavy equipment
Lead hazard assessments, job safety analyses (JSAs), and process safety reviews.
Develop and maintain safety standards, procedures, and safe work practices.
Lead or support incident reporting, investigation, root cause analysis, and corrective action tracking.
Ensure timely communication of incidents and lessons learned.
Track leading and lagging EHS performance metrics and trends.
Develop, implement, and track EHS training programs for employees and contractors.
Ensure compliance with required EHS certifications and refresher training.
Support onboarding and contractor safety orientation programs.
Plan and conduct EHS audits and field assessments across midstream and asphalt facilities.
Track audit findings and drive corrective and preventive actions to closure.
Support continuous improvement initiatives using data, KPIs, and industry best practices.
Oversee contractor EHS qualification, monitoring, and performance.
Provide EHS support for capital projects, turnarounds, and maintenance activities.
Review project designs and procedures for EHS risks and regulatory compliance.
Manages and directs safety programs to ensure safe working conditions through collaboration with Operations Management, and facilitates on-going employee training geared to personal injury prevention and environmental compliance
Directs the activities of EHS specialists
Oversees preparation of all EHS-related incident investigations and analyzes performance records to help identify job hazards and risks to be incorporated in new training programs
Ensures compliance with all local, state, and federal regulations and compliance across assigned business functions
Provides recommendations on capital and expense investments in equipment and practices promoting personal safety and improving plant working conditions, to avoid personal injury and property damage
Plans for the future of health and safety efforts across the business functions through review of existing programs and policies, and instituting new policies and procedures when needed or required
Coordinates with third-party service providers
Represents assigned business functions at selected EHS meetings both internally and externally
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.
Experience
5+ years of progressive EHS experience in midstream, refining, asphalt, construction, or industrial operations.
Education Level
Bachelor's degree in Environmental Science, Occupational Safety, Engineering, or related field (or equivalent experience)
PREFERRED EDUCATION & Qualifications:
Professional certifications such as CSP, CIH, CHST, or ASP.

Supervisory/Managerial Responsibility
Responsible for the supervision of up to two employees and outside consultants as needed.
Work Conditions
Office and field based with up to 50% travel by land and air is required. Petroleum refinery, warehouse/plant environment, out-of-doors environment and driver based environment including but not limited to chemicals, pressure vessels, tanks and rotating equipment. Subject to all temperatures, weather and varying road conditions.

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting and/or carrying up to 20lbs, pushing and/or pulling up to 20bs, climbing up to 15 ft, wearing personal protective equipment (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, and perceiving color differences.
