The Manager 2 Human Resources oversees the daily operations of the Human Resources Office for theAnn Klein Forensic Center and the Special Treatment Unit, ensuring alignment with departmental goals.

The Manager 2 Human Resources is expected to perform the following:

  • Approve and evaluate personnel actions and compile related documentation for accuracy and compliance. Interpret and apply relevant laws, regulations, policies, and procedures. Develop and implement effective organizational structures to optimize workflow. Provide guidance to colleagues and intervenes to resolve complex issues that cannot be addressed through standard channels.

  • Provide strategic management and oversight of approximately sixteen (16) Human Resources staff responsible for a wide range of personnel functions. Areas of responsibility include recruitment, position control, leave of absence administration, health benefits, promotions, terminations, performance evaluations, workers' compensation, ADA compliance, payroll and timekeeping, training, Special Treatment Unit human resources operations, employee license and certification tracking, and HR information/data systems. Ensures efficient workflow, regulatory compliance, and high quality service delivery across all HR functions.

  • Ensure compliance with all applicable legislation, regulatory standards, and organizational performance improvement initiatives.

  • Oversee timely and accurate processing of highly confidential personnel requests, maintaining the highest standards of discretion and confidentiality.

  • Establish organizational goals and objectives, develops policies, and allocate resources to support strategic priorities. Coordinate and oversee the execution of staffing analysis reports to ensure informed decision making. Collaborate closely with the Chief Operating Officer and Business Manager to provide weekly updates on staffing and promotional activity for salary analysis and planning purposes.

  • Collaborate with department heads and supervisors to assess staffing and operational needs, and implements appropriate strategies and solutions to address those requirements effectively.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

NOTE: The following experience at all levels, as a primary function, does not include the processing of personnel transactions, completion and checking of forms, filing, or data entry.

Level 2

Eleven (11) years of professional experience in a personnel or human resource management program, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and seven (7) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a master's degree from an accredited college or university in Public Administration, Business Administration, Social Work Administration, Personnel Administration, Psychology, or Guidance and Counseling; and six (6) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
