Overview

Management and Support Procurement Specialist (EPFAB-2026-25140):

Bowhead seeks a Management and Support Procurement Specialist, for a short term, temporary support (early July to mid October), of the Engineering Prototype Fabrication Shop in Dahlgren, VA.This position supports day-to-day procurement activities, ensuring materials and services are ordered, tracked, and delivered on time to meet production needs.

Responsibilities

The work environment is active and primarily shop-focused, with regular interaction between office staff, shop personnel, and government representatives such as the COR. Flexibility and a practical, solutions-oriented approach are important, as priorities can shift based on production demands.Responsibilities include managing purchase orders, coordinating with vendors, tracking deliveries, and helping resolve supply or scheduling issues. The ability to handle multiple tasks at once and stay organized is essential.Strong communication skills are important for working across teams and with suppliers. While the setting can be informal at times, professionalism and reliability are expected.This role requires attention to detail, adaptability, and the ability to follow through on tasks in a dynamic environment. The Procurement Specialist helps ensure the right materials are available when needed, supporting overall shop productivity.

Duties to include but are not limited to:

  • Coordinate with vendors on quotes for material/hardware/tooling prices, to form ODC purchase requests.
  • Analyze Market Research to determine the best value for the Government.
  • Track/organize outsourced projects for completion.
  • Organize and prioritize material/hardware/shop orders daily.
  • Act as an intermediary between government customers, technicians, vendors, engineers, and the shop lead to process and track work requests.
  • Provide cost/progress reports as required by respective programs.                                           
  • Complete projected invoice amounts and bill for the end of the FY.
  • Submit and track NSWCDD orders, complete HAZMAT-required paperwork, and request approvals from HAZMIN, Safety, and Environmental centers following government policies.
  • Organize and process deliveries/shipping packages/large freight with NSWCDD; mark all material with respective job numbers/material type & size.
  • Process packing slips and Warehouse Movement Forms for NSWCDD.
  • Attend weekly meetings with leadership and customers to discuss ongoing/new projects and opportunities.
  • Schedule visits and tours, and process Expected Visitor/Vetting Forms per NSWCDD policy.
  • Prioritize/analyze work orders for workflow/workload, contract requirements, and procurement strategy.
  • Assist in researching and analyzing new vendors to accommodate unique capabilities and processes unavailable within the NSWCDD Engineering Prototype and Fabrication Shop.
  • Submit and schedule Facility work orders/trouble tickets for building maintenance/NMCI.
  • Filing/adding employees’ daily time sheets and tracking time to estimated/quoted jobs. 
  • Send requests for New Hire Accounts (CAC, RDTE, Bldg access, TWMS, Add New Hire in Locator).
  • Track all charged labor, purchases, and admin hours in JobBOSS software & the Job Status Tracker.
  • Answer phones.
  • Process accounting, invoice customers, and provide cost/progress reports as required by respective programs.
  • Track all Bowhead/NSWC required training/refreshers (NSCWDD required training, rigging, respirator, HAZMAT, etc.)
  • Upload and submit expense reports in Concur for Machine Shop employees (boot reimbursements, travel).
  • Submit requisitions and receive purchase orders in Costpoint.

Qualifications

  • A High School diploma or equivalent.
  • At least two years of professional, government, or military procurement and support experience.
  • Must be willing to be proactive and offer creative solutions to overcome challenges.
  • Intermediate to advanced skills using Microsoft Office software suite - Word, Excel, and Outlook.
  • Ability to communicate effectively with all levels of employees, government customers, and vendors.
  • Must be able to read, write, and speak English to receive and respond to instructions/assignments.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Physical Demands:

Must be able to lift up to 35 pounds.

Must be able to stand and walk for prolonged amounts of time.

Must be able to twist, bend, and squat periodically.

SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location. Acquiring a clearance will be done with the assistance of Bowhead upon hiring unless the candidate already possesses a clearance.
