Duties
In the position, the duties include but are not limited to:
- Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings.
- Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Handles correspondence and is privy to sensitive employee and labor relations issues such as local negotiations, grievance responses, and disciplinary/performance action drafts and files. Acts with extreme confidentiality and discretion when dealing with highly sensitive employee and labor relation matters for example, disciplinary actions and management strategy in negotiations with labor.
- Provides local advice and prepares memos for the Director regarding labor management issues, master agreement discrepancies and management's position on such issues such as changes in working conditions or conditions of employment within the Regional Office. Keeps all records and timetables concerning Master Agreement matters for the Director's Office.
- Provides support for innovative programs aimed at highlighting and improving mission effectiveness; maintaining, adjusting, and recommending short and long term plans as required by changes or evolution in mission and objectives.
- Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s).
- Reviews initiatives, measures the RO's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track RO progress with respect to implementation goals and facilitates work or program reviews to improve results.
- Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.
