The position (RED HORSE Operations NCOIC) serves as a supervisory position over 3-8 full-time subordinates and 6 operations sections. Supervises, directly or indirectly, the following personnel and their functions within the construction and maintenance area within the Operations Branch: power production, electrical, utilities, heating ventilation and air conditioning, structures and heavy equipment operations. Through the application of management principles, interviews applicants, selects employees, and promotes good working conditions. Determines the types of personnel required to operate and maintain facilities, evaluates employee effectiveness and identifies training needs.
Duties include planning and preparing weekly, monthly and projected quarterly work schedules. Work assignments include sequence of operations, deadline considerations, priorities, support coordination, methods and task explanations. Scheduling takes into account funding, materials, equipment and man power availability, exercises, deployments, inspections, and training requirements, available skills, operational limitations, and unexpected delays. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work. This position works closely with the force management section to assure continuity operations for all multi-shop projects.
Tailors work parties to the project requirements, details work for work party leaders, explains accepted trade methods, techniques and procedures. Work projects are inspected and evaluated as they progress and are accepted when completed after verification that performance and compliance standards are met. Adjusts plans, assignments and schedules as necessary to complete each job as efficiently and economically as possible. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and materiel is available when needed. Determines what, when, and where equipment and supplies are to be placed on site and coordinates work sequences with other units or shops to insure the continuity of the overall mission.
Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave, writes performance standards and evaluations, advises subordinates of new and changing management regulations and policies, and counsels employees when performance and personal problems arise. Determines training needs of subordinates and arranges for its accomplishment. Provides informal corrective action regarding conduct or performance to include disciplinary action when required. Adjusts informal complaints through discussions with employees and union representatives. Explains and implements personnel programs including equal opportunity, personnel and position management, grievance and incentive programs, fraud, waste and abuse, suggestions, and cost reduction. Works to achieve the objectives of Government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Maintains production reports and records.
Supervises, directly or indirectly, the following personnel and their functions: Production Control, Power Support Systems Mechanic, Engineering Equipment Operator, Plumber, and Maintenance Mechanic. Through the application of management principles, interviews applicants, selects employees, and promotes good working conditions. Determines the types of personnel required to operate and maintain facilities, evaluates employee effectiveness, identifies training needs, and provides for formal or on-the-job instruction in civil engineering operations and construction functions.
Coordinates a large staff of military members to carry out long-range squadron goals and short-range objectives. Provides direction to the squadron staff for effective management of Unit Training Assembly (UTA) activity schedules to accomplish squadron goals and higher headquarters requirements.
Will develop and implement long and short range plans for the maintenance and repair of facilities, roadways, parking areas , utility systems, and Real Property Installed Equipment (RPIE). All plans will be in accordance with governing directives and based on the current and future requirements of the installation. Includes monitoring of facilities, systems, and utilities for sustained reliability in support of the unit mission.
Plays a pivotal role in maintenance, repair and construction activities. Provides critical direction in contract development and execution. Outlines objectives for work to be accomplished by contract. Prepares specifications, statements of work, and government cost estimates.

GENERAL EXPERIENCE REQUIREMENTS:
Must have experience or training which demonstrates the ability to use and maintain tools and equipment associated with constructing, maintaining, and repairing buildings, roads, grounds, and related facilities. Experience which demonstrates the knowledge of and the ability to apply safety standards. Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
SPECIALIZED EXPERIENCE REQUIREMENTS:
In addition to the journeyman level knowledge, applicants must have experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
SELECTIVE PLACEMENT FACTOR:
Applicants must be a fully qualified 3E2 or 3E3 to be eligible for this position.
