Summary

Supply Chain Management collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System. Develops assigned supply chain metrics which identify business objectives and drive the right supply chain behaviors for planning and executing approved strategies. Provides supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.

Duties

Help

Include but not limited to:

  • Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
  • Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
  • Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
  • Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
  • Documents recommendations and identifies changes to governing regulations, highlights conflicting directives, and outlines corrective measures.
  • Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
  • Prepares detailed reports, outlines initiatives and evaluates results, recommendations and proposed plans for implementing cost saving methods.
  • Recommends changes to procurement actions such as quantity increases, cancellations, quantity cutbacks, delivery rates and ordering periods based on requirements.
  • Supports long range supply chain requirements and interactions, optimizing supply chain support.
  • Analyzes the effectiveness of logistics and vendor support services.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Minimum Qualification Requirement:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree and specialized experience to qualify at this level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
