This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH).

Incumbents typical work assignments may include the following:

  • Develop, coordinate, interpret, and maintain policy issuances including directives and instructions necessary to implement the transportation and traffic management responsibilities of the Secretary of War.
  • Develop strategies for critical logistics programs and provides guidance to DoW Components for efficient and effective use of DoW and commercial transportation resources.
  • Ensure compliance with policies, recommend policy changes to meet logistics requirements, and coordinate exceptions to policy. Lead transportation policy management teams and provide senior leaders background information, planning rationales, and alternatives.
  • Provide program/budget guidance, legislative proposals, senior leadership support, and DoW Component coordination.
  • Develop policy and provide policy oversight of the Departments interest in Category Management, Domicile-to-Duty transportation, Customs issues, Installation Access, the movement of Arms, Ammunition and Explosives, ground freight transportation, DoW Personal Property Program, third party payment system, transportation information technology systems (Joint Transportation Management System), and transportation metrics solutions and assist with many other transportation programs to improve the overall effectiveness and efficiency of the Defense Transportation System.

Qualifications

You may qualify at the NH -04 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the (NH-III or GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to developing, establishing, and overseeing enterprise-wide transportation, distribution, and traffic management policies, directives, and planning rationales. Overseeing national-level compliance and strategies for complex, highly regulated movements, including Customs, ground freight, Category Management, and the security and safe transport of Arms, Ammunition, and Explosives (AA&E). Representing the organization as the principal authority in high-level joint, interagency, or internal working groups to resolve complex global surface transportation and distribution issues. Providing executive oversight and policy governance for enterprise-level logistics information technology systems, third-party payment systems, and other surface transportation programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
