  • May serve as the developmental position for the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment fieldings, training, Army Food ManagementInformation System (AFMIS) and inspections. Exercises knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures.
  • Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Budgets for subsistence operations and subsistence requirements, including operational ration ceilings. Assesses use of facilities and equipment, to ensure expeditious accomplishment of priority work without adverse impact on normal, recurring work. Develops for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects. Recommends solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence (ACES). Participates in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises. Serves as Chairperson and as a voting member of The Adjutant Generals Food Service Management Board. Responsible for planning and oversight of subsistence support to ARNG units and dining facilities. Coordinates veterinary staff support for cyclic inspections of operational rations as required. Maintains oversight of facility and subsistence security to ensure theft prevention, unexplained losses, and unauthorized entry procedures are enforced.
  • Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Provides subsistence support for troop movements, maneuvers, and emergency and contingency plan requirements, in addition to normal and daily support. Performs oversight of customer and stockage requirements determination process and proper pricing of subsistence. Coordinates prime vendor and other vendor deliveries to ARNG dining facilities and unit Readiness Centers as required. Computes and publishes the Basic Daily Food Allowance (BDFA) for the ARNG State. Initiates requests for deviation from regulations and DLA supply catalogs. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Prepare, award, and administer State Competitive Food Contracts for ARNG feeding. Oversees food service contractor performance. Establishes procedures to cross check quality assurance, sanitation procedures, contract requirements and individual price changes to prevent monetary loss of food service systems. Coordinates annually and during emergency and natural disasters with intra-agency officials such as State Emergency Management Agency, county, other state and local authorities and inter-agency officials. Conducts, coordinates, and evaluates inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems. Responsible for the administration of the Department of Army Philip A. Connelly Food Service Excellence Awards Program for the State. Conducts local command competition through visits and evaluations to subordinate units with food service capability. Participates in state or higher HQ sponsored workshops, seminars or conferences. Represents the DCSLOG-G4 at food service meetings, pre-annual training conferences, major exercises and other appropriate sessions.
  • In accordance with provisions of the Army Regulations internal control systems, initiates, accomplishes and maintains vulnerability assessments, internal control reviews, and, as applicable, proponent checklists. Ensures that potential problems are resolved and that adequate internal controls are implemented. Takes action necessary to minimize inherent risk and correct internal control inadequacies.
  • Monitors State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted. Ensure dining facilities and unit food services operate under regulatory requirements for Army feeding operations.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience. SPECIALIZED EXPERIENCE:

(GS-09) Must possess 1-year specialized experience, education or training equivalent to at least the next lower grade level; experience integrating actions of support activities to meet program goals; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws, or practices; experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); experience planning and organizing work assignments?

(GS-11) Must possess 1-year specialized experience, education or training equivalent to at least the next lower grade level; experience planning and organizing work assignments; experience, education, or training which includes identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions.

  • Knowledge of the Army Food Management Information System (AFMIS) and resourcing processes sufficient to monitor, create, and action food requests. Ability to coordinate with G4 and G8 funding personnel and communicate request submission timelines and adjustments to units to ensure training operation requirements are met.
  • Knowledge of food service equipment repair, replacement, and procurement processes, including cost estimate analysis and QFOD funding execution. Ability to prioritize equipment needs, coordinate with consultation services and GPC personnel at the unit and state level, and annotate priorities on decrement lists to include estimates, parts, services, and equipment requiring purchase.

The National Guard is the oldest component of the US Armed Forces. Since the earliest American colonial days, citizens have joined together for collective defense. The NG supports both State and Federal missions:

State Mission: When not mobilized or under federal control, units report to the Governor through the Adjutant General. Under state law, the NG provides protection of life, property and preserves peace, order and public safety. Missions include emergency relief support during natural disasters; search and rescue; support to civil authorities; maintenance of vital public services and counterdrug operations.

Federal Mission: The Army NG federal mission is to maintain well-trained, well-equipped combat units available for prompt mobilization during federal military operations. During peacetime, these combat-ready units and support units are assigned to carry out missions compatible with training, mobilization readiness, humanitarian and contingency operations.

ARMY NATIONAL GUARD MEMBERSHIP REQUIRED: Position requires membership in a compatible military assignment in the Nevada Army National Guard. Selectee is required to wear the military uniform.
