Job Description

This logistics engineer role focuses on planning, leading, and executing all aspects of integrated logistics support (ILS) for complex engineering programs. The position involves extensive use of Reliability, Availability, and Maintainability (RAM) and logistics engineering software, development and maintenance of logistics data products, and close collaboration with cross-functional engineering and technical documentation teams. The successful candidate will use engineering drawings and analytical tools to ensure systems are supportable, maintainable, and compliant with Department of Defense (DoD) and U.S. Army requirements.

Responsibilities

• Plan, lead, and direct all aspects of a cross-functional Integrated Logistics Support (ILS) team, ensuring alignment with program objectives and DoD requirements.
• Perform functional, reliability, and maintainability analyses to support RAM objectives and influence system design for supportability.
• Conduct human factors and system safety analyses to identify and mitigate risks associated with operation and maintenance.
• Perform supportability analysis and provisioning in accordance with applicable DoD standards and guidelines.
• Use engineering drawings to generate and maintain Maintenance Task Analysis (MTA) and ensure tasks are clearly defined and supportable.
• Develop and maintain provisioning data and Logistics Support Analysis Reports (LSAR) to support lifecycle logistics planning.
• Develop and maintain Level Of Repair Analysis (LORA) and associated program plans in accordance with MIL-HDBK-1390, SAE AS1390, and SAE TA-STD-0017.
• Develop and maintain Maintenance Allocation Charts (MAC) to clearly define maintenance responsibilities and levels.
• Develop and maintain Repair Parts and Special Tools Lists (RPSTL) to ensure accurate identification of parts, tools, and support equipment.
• Develop and maintain Engineering Data for Provisioning (EDFP) to obtain National Stock Number (NSN) assignments.
• Develop and maintain pack-out lists and packing configurations for equipment shipped to customers, ensuring proper protection and accountability.
• Utilize Logistics Information Management Systems (LIMS), including tools such as Repair Data and Sprocket, to manage logistics information.
• Serve as the primary technical point of contact for all ILS aspects of assigned projects, representing logistics interests to internal and external stakeholders.
• Provide technical management and leadership to subcontractors, vendors, and internal project team members involved in logistics and supportability activities.
• Coordinate and conduct technical liaison with design and systems engineering personnel to ensure logistics considerations are integrated into system design.
• Collaborate with technical writing and curriculum development personnel to ensure technical manuals and training materials accurately reflect logistics and maintenance requirements.
• Apply an understanding of DoD acquisition processes and analytical methods to gather, analyze, and evaluate information required by programs or project managers.
• Read and interpret engineering drawings, Failure Modes, Effects, and Criticality Analyses (FMECA), and Fault Tree Analyses (FTA) to support logistics and supportability decisions.
• Develop Modification Work Orders (MWO) in accordance with applicable military performance specifications (MIL-PRF).
• Develop Provisioning Technical Documentation (PTD) in accordance with SAE-GEIA-STD-0007-B, SAE-GEIA-HB-0007-B, and SAE-TA-HB-0007-1.
• Develop Maintenance Task Analysis (MTA) in accordance with SAE-GEIA-STD-0007, SAE-GEIA-HB-0007, and TA-HB-0007-1.
• Provide input to project schedules using MS Project and help plan, organize, and execute all aspects of assigned projects from concept to completion, including cost, schedule, and risk considerations.
• Apply knowledge of Earned Value Management System (EVMS) processes and techniques in an engineering development environment, as needed.
• Work with logistics databases such as PowerLOG-J or similar Logistics Management Information (LMI) systems to develop and maintain logistics data.
• Use RAM and logistics modeling tools, including COMPASS and RELEX or similar software, to support reliability and maintainability predictions and analysis.
• Maintain strong communication with stakeholders through clear written reports, presentations, and oral briefings.
• Organize and manage multiple tasks and priorities while meeting project deadlines and quality standards.

Essential Skills

• 5 to 15 years of demonstrated logistics engineering experience, including the use of RAM and logistics engineering software.
• Proven experience using engineering drawings to develop and maintain Maintenance Task Analysis (MTA), provisioning data, LSAR, LORA, MAC, RPSTL, EDFP, and pack-out lists.
• Experience developing and maintaining Engineering Data for Provisioning (EDFP) to obtain NSN assignments.
• Experience with Logistics Information Management Systems (LIMS), including tools such as Repair Data and Sprocket.
• Advanced Microsoft Office skills, including the ability to create complex documents, spreadsheets, and presentations.
• Excellent written and oral communication skills, with the ability to prepare clear technical documentation and present complex information.
• Strong organizational and time management skills, with the ability to manage multiple tasks and priorities.
• Demonstrated understanding of DoD acquisition processes and the ability to apply analytical methods and techniques to support program and project management.
• Ability to read and understand engineering drawings.
• Knowledge and experience in the development of Modification Work Orders (MWO) in accordance with applicable military performance specifications (MIL-PRF).
• Ability to develop Provisioning Technical Documentation (PTD) in accordance with SAE-GEIA-STD-0007-B, SAE-GEIA-HB-0007-B, and SAE-TA-HB-0007-1.
• Ability to read and understand Failure Modes, Effects, and Criticality Analysis (FMECA).
• Ability to read and understand Fault Tree Analyses (FTA) in accordance with SAE-ARP-4761 and SAE-ARP-4754.
• Experience developing Level of Repair Analysis (LORA) and associated program plans in accordance with MIL-HDBK-1390, SAE AS1390, and SAE TA-STD-0017.
• Experience developing Maintenance Task Analysis (MTA) in accordance with SAE-GEIA-STD-0007, SAE-GEIA-HB-0007, and TA-HB-0007-1.

Additional Skills & Qualifications

• 5 to 15 years of working experience in logistics engineering or a closely related field.
• Experience with Department of the Army technical manual development, including Arbortext or other XML authoring software.
• Experience with the U.S. Army Logistics Data Analysis Center (LDAC) PowerLOG-J or similar Logistics Management Information (LMI) database.
• Experience with the U.S. Army Computerized Optimization Model for Predicting and Analyzing Support Structures (COMPASS) model.
• Understanding of Reliability and Maintainability (RAM) prediction and analysis using tools such as RELEX or comparable software.
• Experience with document and configuration management software such as Windchill or similar tools.
• Previous experience working in an Earned Value Management System (EVMS) project environment and familiarity with EVMS processes and techniques in an engineering development context.
• Experience using MS Project to provide input to schedule preparation and to support planning, organizing, and executing projects from concept through completion.
• Background in acquisitions, including familiarity with acquisition documentation and processes.
• Experience with modification work orders and related documentation processes.
• Strong analytical and problem-solving skills, with the ability to evaluate complex technical and logistics data.
• Ability to collaborate effectively with cross-functional teams, including engineering, technical writing, and training development personnel.

Work Environment

This position is based on site in Elizabeth City and involves working closely with cross-functional engineering, logistics, and technical documentation teams in a collaborative project environment. The role requires regular interaction with design and systems engineering, technical writers, curriculum developers, subcontractors, and vendors. Work is primarily performed in an office and engineering support setting using standard business software such as Microsoft Office, MS Project, and specialized logistics and configuration management tools including LIMS, PowerLOG-J, COMPASS, RAM analysis tools, and document management systems such as Windchill. The work environment emphasizes structured processes, adherence to DoD and U.S. Army logistics standards, and disciplined project management practices, including schedule and cost control.

Pay and Benefits

The pay range for this position is $48.00 - $57.69/hr.
