Position Overview:

The Literacy Facilitator provides district-wide leadership, support, and expertise to strengthen literacy instruction and improve student reading achievement in grades K-8 across Orange County Schools. This position works collaboratively with school leaders, instructional coaches, teachers, and district staff to ensure the effective implementation of foundational literacy practices and high-quality English Language Arts instruction aligned to North Carolina Standard Course of Study and district priorities.

The Literacy Facilitator serves as a key leader in advancing the district''s strategic plan by supporting evidence-based literacy instruction, building educator capacity, and ensuring all students develop the foundational and advanced literacy skills necessary for academic success.

Minimum Qualifications:

Knowledge, Skills, and Abilities

  • Thorough knowledge of literacy development and instructional practices across grades K-8; the NC ELA Standards, assessment systems, and literacy initiatives, including a deep understanding of the Science of Reading; and the OCS policies, procedures and standards regarding literacy education.
  • Ability to provide effective coaching, modeling, and professional development in literacy instruction, assessments, and data analysis.
  • Strong communication, collaboration, and relationship building skills.
  • Ability to lead change and support continuous improvement efforts.
  • Ability to work effectively with teachers, administrators, families, and community partners.

Education, Training, and Experience

  • Bachelor's Degree from an accredited institution in English Language Arts, Reading, or similar field.
  • Extensive coursework or training in literacy instruction.
  • Five years of successful teaching experience and two years of experience as a literacy or instructional coach.

Certification and License Requirements

  • NC Teacher Certification in related field
  • Must have completed LETRS (Language Essentials for Teachers of Reading and Spelling) Training
  • Must possess a valid driver's license issued by the NC Department of Motor Vehicles

Preferred Qualifications:

  • Master's Degree or higher from an accredited institution in Reading/Literacy, Curriculum Development, School Administration, or related field.
  • Seven years of successful teaching experience and 5 years of experience as a literacy or instructional coach.
  • Completion of LETRS for Administrators and/or Lexia PowerUp Literacy Intervention professional development course.

Duties and Responsibilities:

  • Lead and support implementation of foundational literacy practices across all schools grades K-8.
  • Provide leadership and guidance regarding implementation of the NC English Language Arts Standards.
  • Collaborate with district leaders to develop and implement a comprehensive literacy improvement plan aligned to the district strategic plan.
  • Provide coaching and support on evidence-based literacy practices, literacy intervention, and literacy curriculum implementation.
  • Design and facilitate professional learning for teachers, instructional coaches, interventionists, and administrators focus on literacy instruction.
  • Provide job-embedded coaching and support for educators in grades K-8.
  • Participate in and support the professional learning communities in planning and implementing evidence-based literacy instructional strategies.
  • Develop and curate instructional resources, model lessons, and professional learning materials.
  • Assist school leaders in identifying literacy priorities and monitoring implementation.
  • Collaborate with curriculum leaders to ensure coherence between foundational skills instruction, reading comprehension, writing instruction, and intervention support.
  • Support schools in developing effective literacy instruction and interventions within the district''s Multi-Tiered System of Supports (MTSS).
  • Support schools in using assessment data to inform instruction and intervention decisions.
  • Collaborate closely with the district''s Early Literacy Specialist and other instructional support staff to ensure coherent literacy support across schools.
  • Serve on district committees and leadership teams related to curriculum, instruction, assessment, and strategic planning.
  • Stay current on literacy research and national, state, and local literacy policies, procedures, and standards.
