Definition of Class

  • A Supervisory-level position within the Erie County Department of Corrections. Assigned as a Management level supervisor to direct subordinates and ensure all shift operations are conducted efficiently and effectively within the guidelines of facility policies and procedures.

Duties & Responsibilities

  • In the absence of the Shift Captain, assume the duties of the Officer-in-Charge to plan, organize and direct daily operations. Supervise subordinate Corrections Officers assigned to your shift. At the direction of and in conjunction with the Shift Captain, prepare weekly shift schedules and daily work rosters. Assign subordinates to posts and duties. Maintain an adequate number of staff members on duty for the required posts. Delegate assignments and responsibilities to others, and provide maximum overall supervision for the facility. Complete and track daily attendance sheets. Ensure that adequate staff members are scheduled accordingly for the oncoming shift. Authorize minimal overtime assignments as necessary. Pass on relevant information to subordinate staff members on a need to know basis. Evaluate subordinate staff members' job performance for effectiveness, and take corrective action when necessary. Make daily tours of the prison. Analyze the efficiency and effectiveness of the facility operations and give input regarding procedural or operational changes as needed. Participate in administrative meetings, interviews and disciplinary hearings of inmates and subordinates as directed. Direct and enforce security searches of ingress and egress points utilizing the walk through metal detector. Direct and coordinate all general search efforts throughout the prison. Ensure all extraordinary occurrences are investigated and reports are generated immediately for review and appropriate action. Compile and submit all relevant reports in a timely manner. Direct and ensure applicable data needed is documented for daily shift operations. Be familiar with emergency plans, post orders and prison policies and procedures. Assist in ensuring policies are reviewed and up to date. Conduct fact-findings and investigations involving inmates and staff involving rule, procedure or policy violations as directed. Prepare and submit all reports and findings for appropriate administrative action as needed. Ensure coverage on all three shifts, seven days a week as required by Administration. Be assigned to shifts as deemed necessary. Certification in NCIC/CLEAN/JNET. Complete all other duties as assigned.

Knowledge, Skills, & Abilities

  • Ability to supervise subordinates and delegate assignments and responsibilities to provide maximum effective supervision. Supervise the work performance of subordinates to include employee performance reviews, labor relations grievance investigations, and procedural or policy violations; provide corrective action as needed. Conduct all shift operations in a prudent, responsible manner. Have a thorough working knowledge of all duty stations within the prison; all post orders, the Erie County Inmate Handbook, the Erie County Prison Policies and Post Orders and Pennsylvania Title 37.

Minimum Requirements

  • High school graduate or GED plus four (4) four years in a corrections position or related field, or an equivalent combination of education and experience in corrections or a related field, plus demonstrate the ability to carry out the supervisory and decision making responsibilities of this position.
  • Must be able to perform physically demanding tasks, apply physical force when appropriate, Work all shifts and hours required as directed, Work overtime as required in emergencies, complete all assignments as directed, attend and participate in mandatory training, communicate effectively and enforce prison rules and regulations with subordinate staff and/or inmates as needed.
  • Working knowledge of computer applications, including basic proficiency in Microsoft Office. Must be a graduate of the Pennsylvania Department of Corrections Basic Training Academy.
  • Must be firearms qualified by the Erie County Department of Corrections and maintain qualification as required. Must attend and successfully complete all mandatory training.
  • Ability to communicate effectively and to enforce prison rules, regulations, policies, and procedures with staff and inmates as required.
  • Must possess and maintain a valid driver's license.
