Job Description
We are seeking a Legal Assistant II to join our team supporting the Appellate Services Administration (ASA) within the Department of Economic Security. The ideal candidate will have experience managing administrative appeals, assembling hearing exhibits, and performing accurate legal support to enable timely, high-quality adjudication by Administrative Law Judges (ALJs).
Work Arrangement and Schedule:
- Primarily virtual with in-person presence four times per month on scheduled days.
- Initial training fully onsite. Upon completion, eligible for hybrid schedule of one remote day per week.
- Interviews will be conducted virtually.
Responsibilities:
- Verify incoming appeal requests for timeliness and completeness in accordance with Federal and State requirements.
- Retrieve, identify, and assemble accurate exhibits and create hearing packets for use during procedural hearings.
- Distinguish programs and issues across benefit eligibility, overpayments, licensing and certification, and claimant fraud.
- Schedule hearings for ALJs and assist customers with elevated docket calls.
- Enter case documentation and notes into designated repositories with accuracy and adherence to deadlines.
- Assist ALJs with case research, apply required procedures, and analyze case files for hearings while maintaining confidentiality.
- Upload legal decisions and dispositions for departmental action and process postponements, withdrawals, and related requests.
- Identify and correct documentation gaps and virtually print missing records as needed.
- Elevate appropriate matters to the Board of Appeals and register additional issues as required.
Required Skills & Qualifications:
- Proficiency with Google Workspace (Gmail, Docs, Sheets), Microsoft Office, and Adobe Acrobat.
- Ability to manage multiple systems simultaneously and maintain organized paper and electronic files.
- Strong analytical and critical thinking skills to assess jurisdiction, issues, and conflicting information.
- Knowledge of Arizona Public Assistance and Unemployment Insurance laws, practices, and procedures, and office security protocols.
- Effective communication skills in English, including verbal, written, and reading abilities for internal and external stakeholders.
- Customer service techniques and interpersonal skills to address inquiries and complaints with professionalism.
- Experience working independently with minimal supervision while meeting legally mandated deadlines.
- Familiarity with the Administrative Procedures Act and adherence to confidentiality policies.
Preferred Skills:
- Mid-level legal background or legal education experience.
- Experience with case management systems such as APS, Clear2There, Guide mainframe, HEAplus, AZTECS, and CACTUS.
Tools & Systems Exposure:
- Imaging systems for locating legal documents and generating notices.
- General office equipment and multi-application computer workflows.
