The Louisiana Office of Community Development (OCD) administers Community Development Block Grant Disaster Recovery and Mitigation (CDBG-DR and CDBG-MIT) grants and other federal and state funding allocated to the State of Louisiana. These programs support long-term recovery, resilience, and mitigation for communities affected by Presidentially Declared Disasters. OCD's grant portfolio exceeds $20 billion and encompasses multiple federal awards, each containing numerous programs, funding activities, and implementation timelines.
This is a professional position designed to provide analysis of disaster recovery programs and projects to ensure effective implementation of disaster recovery efforts administered by the Office of Community Development (OCD). This position provides support within a state agency environment, with primary responsibilities in property law matters, public records, and regulatory monitoring, and additional duties in program operations support. Work performed under the direction of legal counsel. Reports to LOCD Assistant Executive Director of Legal, Regulatory, and Compliance.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Minimum Qualifications
A baccalaureate degree, plus one year of full-time professional experience in government, regulatory compliance, transactional law, or real property
Preferred Qualifications:
Experience working on Disaster Recovery or CDBG-related programs
Louisiana civil law property experience
Public records and subpoena response experience
Experience maintaining a regulatory tracker or comparable horizon-scanning function
Demonstrated experience maintaining complex matter files
Experience handling privileged or confidential material
Strong written communication skills, including drafting documents
