JOB SUMMARY
Under the general direction of the Director of Human Resources and the HR Manager, the Leave of Absence Administrator/ADA Coordinator administers and supports employee leave of absence and ADA accommodation programs. This position is responsible for managing qualified leaves, including personal leave, sick leave, accident leave, short and long-term disability, Family and Medical Leave Act (FMLA) leave, workers' compensation claims and requests for reasonable accommodation under the American with Disabilities Act (ADA). The incumbent maintains up-to-date knowledge of applicable federal, state and local laws and regulations; advises employees on City policies, procedures and documentation requirements; monitors and tracks absence status, medical documentation and return-to -work dates; and coordinates with supervisors to develop modified work schedules or return-to-work accommodations. Performs related duties as required.
EXAMPLES OF DUTIES
- Serves as the primary point of contact and the subject matter expert for all employee leave and accommodation programs, including but not limited to FMLA, ADA accommodations, military, jury duty, personal, medical.
- Coordinates with Risk Management to track workers' compensation leave for the City; attends monthly meetings with Risk Management and Third-Party Workers' Compensation Administrator.
- Communicates with employees regarding leave requests, modified work schedules, and accommodation needs; ensures employees understand eligibility requirements, responsibilities and required documentation.
- Manages the leave administration process from the employee's initial notice through return to work, including determining eligibility, designating FMLA-qualifying leave, requesting and reviewing medical certifications and tracking intermittent and reduced schedule leave usage.
- Maintains appropriate communication with employees on leave to facilitate timely and smooth return-to-work transitions; serves as a liaison between employees and supervisors during approved leave periods, as appropriate.
- Advises managers and employees on the interaction of leave laws, collective bargaining agreements, paid time off, and workers' compensation.
- Oversees and coordinates the return-to-work process for employees returning from FMLA leave, workers' compensation leave, or other approved leaves of absences.
- Facilitates and evaluates requests for reasonable accommodation under the ADA and collaborates with management to identify effective accommodations consistent with operational needs.
- Administers additional time-off and leave programs in accordance with City policy and applicable laws.
- Drafts, reviews and recommends revisions to City leave and accommodation policies to ensure ongoing legal compliance.
- Maintains complete, accurate and confidential records related to leave and accommodation requests in accordance with legal requirements and best practices.
- Coordinates employee leaves administration between the City and Board of Education Human Resources staff, as applicable.
- Preserves confidentiality of employee medical information and related documentation.
- Maintains current knowledge of federal, state and local leave and accommodation laws and regulations, including FMLA, ADA and related statutes.
- Tracks deadlines, deliverables, and follow-up items to ensure timely completion of leave-related actions and administrative requirements.
- Provides administrative and technical support to other Human Resources staff as assigned
- Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor's degree in business administration, Human Resources, or a closely related field, and four (4) years of progressively responsible experience in human resources, including at least three (3) years focused on leave management and ADA compliance.
