The Weapons Mission Services Division (WMS-DO) is seeking a highly skilled Learning Specialist to directly support training programs within the Facility Training & Compliance group (WMS-2). The primary core tasks of the position will engage and support internal training initiatives for training personnel and ensure compliance of the formal qualification and certification of personnel performing work in Associate Laboratory Directorate for Weapons Production (ALDWP) facilities.

The Learning Specialist 3 will report directly to the Training Protocol & Compliance First Line Manager (FLM) in WMS-2. The selected individual will perform day-to-day training services for WMS and organizations within ALDWP. The chosen candidate will have the responsibility and accountability to execute work that supports important training deliverables while setting the standards for utmost professional behavior and integrity in the workplace at all times.

This position plays a key role in learning specialist development, including train-the-trainer, mentoring, and coaching responsibilities. The successful candidate will be expected to help lead development, implementation, and continuous improvement of development efforts across the team.

Key responsibilities include:

  • Working with customers, stakeholders and regulators to assure training programs meet customer needs, regulatory drivers, and contractual requirements.
  • Providing guidance in interpreting regulations and policies to ensure compliance.
  • Developing, implementing, and maintaining training documents and records, both physical and electronic.
  • Researching complex training and education issues and recommending sound, practical solutions.
  • Creating and managing course offerings and calendars for professional development opportunities for training personnel.
  • Developing, implementing, and maintaining compliant and high-quality course materials such as live classroom, on-the-job and/or web-based training for diverse audiences, supporting learning specialist development through train-the-trainer and mentoring activities.
  • Participating in assessments, incident investigations, root cause analyses, data analysis, project management, or critiques, as assigned.
  • Performing various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of training activities.
  • Developing and/or conducting classroom training and OJT as assigned, including instructor observations/evaluations and coaching to support instructional effectiveness.
  • Using UTrain daily to design, build and implement training programs, as well as tracking completion of training assignments
  • Using UTrain data to provide customized reporting that adds value to the business needs of the organization served.
  • Initiating knowledge preservation, capture, and transfer projects in support of learning deliverables as desired by the customer.
While the posted salary range for this position is broad, it is highly unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band over time.

What You Need

Minimum Job Requirements: Applicants must submit a comprehensive resume reflective of relevant experience that addresses the minimum job requirements and desired qualifications of the position below for full consideration.   • Education/Experience: Position requires a Bachelor's Degree in a related field and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
  • DOE Order 426.2A: Requires a Baccalaureate Degree and 1 year of job-related experience.
    • Instructional Technologists should have a baccalaureate degree in Training or Education. Training or education for instructional technologists must include courses on the SAT process including analysis, design, development, implementation, and evaluation. Additionally, instructional technologist training may include evaluation of training materials, instructor evaluation, and training and qualification program assessment.
  • Knowledge and Expertise:
    • Advanced experience in applying a Systematic Approach to Training (SAT) with accuracy, completeness, and in combination with document control processes and/or developing training both small/large-scale training programs in a systematic fashion.
    • Experience applying learning theory and performance-based training techniques.
  • Performance:
    • Advanced experience gathering requirements, performing analysis, developing individual training products, implementing training, and evaluating outcomes for continuous improvement.
    • Ability to utilize a learning management system to effectively implement training programs.
    • Thorough documentation skills.
    • Demonstrated ability to handle multiple competing priorities in a complex, fast-paced operational environment.
  • Accountability:
    • Advanced experience working with confidential or proprietary information and classified documents or sensitive information, including Personal Identifiable Information (PII) training records.
    • Understanding of safety and security requirements to individual responsibility and as applicable to training activities.
  • Communication and Customer Service:
    • Demonstrated advanced skills with interpersonal, written and verbal communications.
    • Ability to transfer knowledge effectively to both technical and non-technical personnel.
    • Experience in providing customer service.
  • Program Development:
    • Experience designing and/or developing training/education programs for a wide variety of target audiences.
    • Proven success in implementing such programs as evidence through program materials and implementation schedules.


Desired Qualifications:

  • TSQP qualified, or ability to become qualified.
  • Familiarity with ALDWP facility operations or nuclear facility and/or manufacturing operations, in general.
  • Advanced expertise in nuclear facility-related subject matter areas (e.g., radiation protection, criticality safety, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance).
  • Demonstrated experience mentoring, coaching, or developing other training professionals or learning specialists.
  • Experience leading implementation of training improvements, instructor development initiatives, or program enhancements.
  • Demonstrated leadership skills, including the ability to influence, guide peers, and support continuous improvement efforts.
  • Experience evaluating instructional effectiveness and providing actionable feedback for improvement.
  • Ability to move initiatives from development into implementation, sustainment, and ongoing refinement.


Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Work Schedule: This position may/will require 24/7 coverage, which could/will involve working a shift/weekend schedule. Employees may be eligible for the shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

Order 426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
