Introduction
Loudoun County Government is seeking an experienced and innovative Learning and Development Supervisor to lead the Office of Equity and Inclusion's learning, leadership development, and organizational effectiveness initiatives. Reporting to the Chief Equity Officer, this position provides strategic leadership for countywide employee learning, workforce development, leadership development, and organizational effectiveness programs that support the Countys mission and strategic priorities.
The Learning and Development Supervisor oversees the Learning and Development Team and is responsible for developing, implementing, and continuously improving a comprehensive workforce development strategy that strengthens leadership capacity, employee performance, organizational effectiveness, and service excellence.
The successful candidate is a collaborative leader with demonstrated experience supervising professional staff, leading organizational change, managing complex initiatives, and using data to improve learning outcomes and organizational performance. This position plays a critical role in fostering a culture of continuous learning, innovation, collaboration, and professional growth across the organization.
Job Summary
The Learning and Development Supervisor provides strategic and operational leadership for the Countys learning, leadership development, and organizational development programs to build a high-performing workforce and advance organizational excellence. This position is responsible for planning, directing, implementing, and evaluating a comprehensive countywide learning and workforce development strategy that aligns with the Countys Strategic Plan, organizational priorities, and evolving workforce needs. Serving as a strategic partner to County leadership, the incumbent assesses organizational capability, identifies workforce development opportunities, and develops innovative learning and organizational development solutions that strengthen employee performance, leadership capacity, organizational effectiveness, and long-term workforce sustainability. The position also serves as the primary point of contact for the Office of Equity and Inclusion in the absence of the Chief Equity Officer, providing leadership continuity, coordinating operational priorities, and representing the Office in meetings, initiatives, and other engagements as assigned. The position may also lead or coordinate Board of Supervisors-facing priorities and high-profile strategic initiatives.
The incumbent supervises and develops a team of Learning and Development Specialists by establishing work priorities, performance expectations, professional development plans, and accountability measures while ensuring the effective delivery of high-quality programs and services. This position provides leadership, coaching, and technical guidance to staff; manages multiple projects and competing priorities; allocates resources; oversees contracts and vendor performance; and fosters a collaborative, customer-focused, and results-driven work environment that promotes continuous improvement and professional excellence.
This position directs the design, development, implementation, delivery, and evaluation of countywide learning initiatives that support employees at every stage of their careers, including onboarding, technical and professional skills development, supervisory and management training, executive leadership development, competency development, and organizational change initiatives. The supervisor champions innovative instructional strategies, adult learning principles, and emerging learning technologies to enhance employee engagement, workforce readiness, leadership effectiveness, and organizational capability while cultivating a culture of continuous learning, innovation, collaboration, and service excellence.
Working collaboratively across County departments, the incumbent partners with executive leadership, department directors, managers, and stakeholders to assess organizational needs, identify performance gaps, and develop strategic solutions that improve operational effectiveness, employee engagement, and organizational performance. The position leads organizational development initiatives, facilitates strategic planning sessions, workshops, listening sessions, focus groups, and other collaborative engagements, and serves as a trusted advisor in advancing organizational change, leadership effectiveness, and workforce development initiatives. The incumbent also leads cross-functional teams by establishing clear direction, building consensus among diverse stakeholders, fostering collaboration, and delivering measurable organizational outcomes.
The Learning and Development Supervisor is responsible for developing and monitoring performance measures that evaluate program effectiveness, organizational impact, and outcomes. The position analyzes workforce data, employee feedback, and organizational metrics to identify trends, measure outcomes, inform strategic decision-making, and drive continuous improvement. The incumbent prepares executive-level reports, presentations, dashboards, and recommendations that support County leadership in making data-informed decisions and advancing organizational priorities.
Additionally, the position assists in developing and administering the divisions operating budget, manages contracts and procurement activities, and ensures responsible stewardship of County resources. The supervisor establishes and maintains strategic partnerships with County departments, educational institutions, government agencies, professional associations, and community organizations to leverage best practices, expand learning opportunities, and advance workforce development initiatives. As a representative of the department, the incumbent participates on Countywide initiatives, committees, regional collaborations, and professional organizations, promoting innovative practices that strengthen organizational performance and support the Countys mission of delivering exceptional public service.

Minimum Qualifications
Minimum Qualifications:
Bachelors degree in organizational development, human resources, public administration, adult education, organizational leadership, business administration, or a related field; five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.
