Summary

The Technology Transfer Lead will assume primary responsibility for directly facilitating Technology Transfer and commercialization of assigned technologies developed at the KCNSC; assisting with the establishment of new commercialization agreements and business development relationships; supporting the establishment of R&D collaborations with industry partners to advance early stage discoveries; and managing relationships with key stakeholders internal and external to the KCNSC to proactively enable technology transfer. The Technology Transfer Lead will provide high quality services including invention receipt and capture, patentability assessment, market assessment and outreach (in-depth marketing support strategic and tactical), business development (structuring, drafting and negotiating commercialization agreements) and shall deliver the highest quality of customer service. 

Duties and Responsibilities

  • Manage the development and implementation of technology transfer initiatives in relation to the KCNSC Prime Contract, Federal Technology Transfer legislation and policies, and Export Control compliance. 
  • Oversee the organization of strategic partnerships, alliances, and knowledge of relevant scientific activities at the KCNSC, other Federal agencies, federal laboratories, and sites, and in industry. 
  • Establishes and maintains contacts with key regional and national resources, networks and potential partners. 
  • Process, negotiate, execute, and revise agreements in support of the KCNSC and its Technology Transfer Program with outside partners and within the federal laboratory community. 
  • Develop marketing materials and pricing structures for licensable technologies developed at the KCNSC. 
  • Actively pursue licensing opportunities in accordance with the KCNSC Prime Contract and Federal Technology Transfer legislation and policies. 
  • Request and review Commercialization Plans of all potential licensees. 
  • Negotiate with potential licensees to come to acceptable terms for both parties within the requirements of the KCNSC Prime Contract, Federal Technology Transfer legislation and policies. 
  • Manage ongoing license agreements and KCNSC technology royalty account.
  • Maintain records and databases of all related activity for reporting and tracking internally and externally. 
  • Identify external entities with interest in faculty research areas, develop research partnerships and other viable avenues for technology sharing. 
  • Review and evaluate potential partnerships in conjunction with in-house expertise and Intellectual Property (IP) to determine the possibility of new IP and the value of the collaboration. 
  • Work with legal and other partners to negotiate terms for joint IP protection, licensing and other aspects of IP management including assessment of patentability and marketability of inventions. 
  • Provides support in the outreach to potential partners by assisting the internal leadership in developing collaboration relationships, budget development, and policy adherence with potential partners. 
  • Understand and explain basic tenants of IP protections, marketing, and licensing to inventors, management, program managers, and other sponsors. 
  • Assist technical staff in understanding and following KCNSC and Federal Technology Transfer legislation and policies concerning IP protection and licensing. 
  • Actively participate in the IP communities of practice across the DOE and Federal Laboratories to learn about best practices. 
  • Documents, communicates and reports key information regarding technology transfer including metrics, strategic plans and required periodic reports. 
  • May lead KCNSC or NSE-wide programs and activities to standardize and execute best business processes as they relate to technology transfer. 
  • May own, develop, and provide leadership for execution of business training and development across the organization and, potentially, across elements of the NSE. 
  • Serve as a primary KCNSC point-of-contact and liaison with program leadership at the Department of Energy, NSE Design Agencies, NSE Production Agencies and other external stakeholders as well as with internal executive leadership at the KCNSC on matters pertaining to technology transfer.
  • May perform other duties or re-prioritize the above duties as directed by their supervisor.

You Must Have

  • Bachelors degree required
  • 7 or more years of relevant experience in Engineering, Business or Program Management
  • Ability to travel up to 5% of the time
  • United States Citizenship
  • Ability to work on-site as directed by management and as determined by the needs of the business
  • Regular and reliable attendance is an essential function of this job
  • Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations)

We Value

  • Certified Licensing Professional or Registered Technology Transfer Professional. 
  • Basic understanding or familiarity with the KCNSC Prime Contract, technology transfer legislation, and relevant DOE orders and Federal Regulations. 
  • Demonstrated excellent communication skills including speaking, writing, presenting, and negotiating with all levels of personnel at multiple sites. 
  • Experience drafting and negotiating complex intellectual property (patent and copyright) license agreements. Experience drafting and negotiating collaborative research and similar agreements. 
  • Knowledgeable of intellectual property and licensing practices.
  • Applied technical experience and expertise necessary for weapons and related program management assignments.
