GovCIO is currently hiring for a Lead Requirements Analyst to gather, evaluate and validate end user requirements in support of the Naval Criminal Investigative Service's (NCIS) Collection Management System (CMS). This position will be located in Quantico, VA and will be a hybrid position.
Responsibilities:Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer. Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas.
High School with 10+ years (or commensurate experience)
Required Skills and Experience
- Extensive knowledge of NCIS CMS functionality and user community requirements.
- Expertise in analyzing and compiling software business logic discovery and mockups and developing and validating acceptance criteria for software development.
- Experience in leading requirements working groups and user acceptance training sessions.
- Expertise in using the Service Now platform for sprint/story management.
- Working knowledge of Department of Navy networks and information assurance policies and protocols.
- Experience working with SCRUM teams and agile methodology.
- Information Technology Infrastructure Library (ITIL) certification.
