Position:Lead Requirements Analyst

Overview: ITC Defense is seeking a Lead Systems Requirements Engineer to support the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Portsmouth, Virginia. In this role, you will lead requirements engineering efforts supporting the development, analysis, documentation, and management of requirements for mission-critical Coast Guard C5I systems and enterprise services. Working closely with Government stakeholders, systems engineers, architects, and cross-functional teams, you will ensure requirements are accurately defined, traceable, and aligned throughout the systems engineering lifecycle. As the technical lead for requirements management activities, you will provide guidance and mentorship to a team of analysts, oversee the quality and delivery of requirements products, and support program execution through technical leadership, collaboration, and continuous process improvement.

Responsibilities:
  • Lead requirements engineering activities supporting Coast Guard C5I systems and enterprise modernization initiatives.
  • Provide technical leadership, mentoring, and day-to-day guidance to a team of requirements analysts.
  • Collaborate with Government personnel, systems engineers, architects, and Integrated Product Teams (IPTs) to develop, refine, validate, and maintain system requirements.
  • Conduct requirements elicitation activities through stakeholder interviews, technical meetings, workshops, document reviews, and collaborative working sessions.
  • Develop, analyze, document, and maintain functional, operational, and system requirements in accordance with Government engineering standards and best practices.
  • Manage requirements throughout the systems engineering lifecycle, including baseline development, change control, configuration management, and end-to-end traceability.
  • Maintain requirements within Government-approved Requirements Management Systems, including LAUNCH PAD and associated repositories.
  • Develop and maintain requirements artifacts including requirements traceability matrices, Work Breakdown Structures (WBS), use cases, data dictionaries, templates, and supporting engineering documentation.
  • Identify requirements gaps, conflicts, technical risks, dependencies, and data deficiencies, and develop recommendations for resolution.
  • Produce technical reports, performance metrics, executive briefings, dashboards, and documentation supporting program decision-making.
  • Support the development and maintenance of Enterprise Requirements Library content and associated requirements documentation.
  • Perform quality assurance reviews of requirements products to ensure accuracy, consistency, and compliance with Government standards.
  • Prepare project status updates, technical recommendations, level-of-effort estimates, and risk assessments for Government leadership.
  • Participate in Integrated Product Teams (IPTs), technical reviews, design reviews, working groups, and customer meetings.
  • Travel within the Continental United States (CONUS), as required.
  • Perform other duties as assigned.
Minimum  Qualifications
  • Associate degree in Systems Engineering, Engineering, Computer Science, Information Technology, Business, or a related technical discipline, or an equivalent combination of education and directly related experience.
  • Minimum five (5) years of experience supporting requirements engineering, requirements analysis, requirements management, or systems engineering for complex technical or enterprise information systems.
  • Experience leading technical teams and coordinating work assignments and project deliverables.
  • Experience developing, analyzing, validating, documenting, and managing system requirements throughout the systems engineering lifecycle.
  • Experience using LAUNCH PAD or a comparable enterprise Requirements Management System.
  • Experience managing requirements baselines, traceability, configuration management, and controlled technical documentation.
  • Experience collaborating with Government customers, systems engineers, architects, and cross-functional technical teams.
  • Strong analytical, organizational, written, and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Ability to work effectively in a hybrid work environment and travel within CONUS, as required.
  • Active Secret Security Clearance.
  • U.S. Citizenship.
Preferred  Qualifications
  • Bachelor's degree in Systems Engineering, Engineering, Computer Science, Information Technology, Business, or a related technical discipline.
  • Experience supporting the U.S. Coast Guard, Department of Homeland Security (DHS), or other Federal Government organizations.
  • Experience supporting Systems Engineering Lifecycle (SELC) processes.
  • Experience developing engineering documentation, including Functional Requirements Documents (FRDs), Operational Requirements Documents (ORDs), System Requirements Documents (SRDs), and Interface Control Documents (ICDs).
  • Experience with requirements modeling methodologies, including UML, SysML, or LML.
  • Experience supporting C5I, enterprise IT, or systems engineering programs.
  • Experience presenting technical briefings and recommendations to Government stakeholders and senior leadership.

For individuals assigned and/or hired to work in Virginia, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and considers the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $71,000 - $101,000 annually. You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
