Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal isan Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Trains employees on team building and accounting principles, theories, techniques, and methodology. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies. Develops information papers, briefings, and presentations and assists with implementation meetings, including contacting key personnel, notetaking, and preparation of minutes. Leads and facilitates formal or ad-hoc teams in the formulation, development, and implementation of processes that evaluate, correct, and improve training, consulting, and administrative operations under the direction of the CPI Program Manager. Responsible for implementation of innovated productivity improvement tools, such as LSS. Conducts LEAN events such as Value Stream Analysis, (VSAs) and Rapid Improvement Events (RIEs). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of Specialized experience which includes:(1) Developing procedures and/or methods to accomplish continuous process improvement programs; (2) Maintaining updated policies/techniques for evaluation and/or improving production efficiency; (3) Planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; and (4) Training employees in problem-solving and/or investigative techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
