SCOPE OF POSITION:

The Lead Building & Grounds Technician is responsible for the safe and efficient supervision, planning, and execution of the daily operations of the Buildings & Grounds Division within the Facilities Operations Department. This position oversees grounds maintenance operations across the Rockingham County Complex, supervises Buildings & Grounds personnel, coordinates seasonal projects and snow operations, and helps ensure County property is maintained in a safe, functional, and environmentally responsible manner.

The Lead Building & Grounds Technician plays a vital leadership role by planning, coordinating, and supervising the daily work of the Buildings & Grounds team while ensuring projects are completed safely, efficiently, and in accordance with departmental standards. Responsibilities include conducting daily property assessments, assigning and reviewing work orders, maintaining inventories of equipment and materials, coordinating purchasing recommendations, and overseeing the maintenance of parking lots, roads, landscaping, fences, walls, drainage systems, flowerbeds, lawns, the County Cemetery, orchards, memorial plantings, and other County grounds. This position also oversees hay field operations, woodland maintenance, recycling efforts, surplus equipment management, furniture and office equipment moves, and the seasonal installation and removal of window air conditioning units. The Lead Building & Grounds Technician serves as the Snow Crew Chief, developing staffing plans, training personnel, coordinating snow removal operations, and responding to weather-related emergencies to help maintain safe conditions throughout the County Complex. Working collaboratively with Facilities Operations staff, outside contractors, and other County departments, this position helps ensure compliance with applicable regulations, participates in the rotating on-call maintenance schedule, supports cross-training initiatives, and provides leadership that promotes safe, efficient, and effective operations across the County campus. Must be able to work hours as scheduled based on the requirements of the position and department, including extended hours during emergency situations as needed.

REQUIRED EDUCATION AND EXPERIENCE

  • High school education or GED required; and
  • Formal training or equivalent from vocational, technical school preferred; and
  • Minimum of five (5) years demonstrated experience in building and grounds maintenance and repair, and
  • Two (2) years of experience as a supervisor or team leader; or
  • An equivalent combination of education, work, and experience may be considered.
