CityGeo is performing some of the most innovative work in municipal government on data analytics, application development, use of imagery, and management of governance and multi-departmental stakeholder collaboration.This Lead GIS Analyst position will join other analysts under supervision of the Deputy Geographic Information Officer (GIO) for Enterprise Projects, and be responsible for the creation, analysis, and maintenance of various spatial databases and applications with the use of the ArcGIS suite of desktop products, ArcGIS Online, and scripting tools. The Lead GIS Analyst will also publish web maps, design workflows, and build geo-processing tools/scripts using Python. The analyst will take on projects to extract, evaluate, and visualize spatial and non-spatial data for business intelligence purposes and program performance measurement by departments. This will include statistical analysis, developing metrics, and producing reports. Some project management is included among the responsibilities of this position.The candidate will support the Deputy GIO's efforts to enforce data/mapping standards for the creation, management, and sharing of spatial and non-spatial data for business intelligence, project/program performance tracking, and public data releases. The Lead Analyst will assist with the administration of the City's main ArcGIS Online organization (PHLmaps) and ensure that internal wiki documentation on its use and that content and elements relating to the creation and management of profiles, groups, and enterprise and open data content are well maintained for the benefit of all city users. The analyst will from time to time take on troubleshooting tasks to assist users in the enterprise with use of online and desktop GIS products.Essential FunctionsProvide geospatial support to other city agencies including data development, analysis, on-line maps, ETL processes, and setup of field data collection apps.Query, analyze and prepare statistics on spatial and non-spatial data using GIS, SQL, Python and other tools.Prepare and execute workflows and automated routines using Python.Prepare and execute queries in spatial and non-spatial databases using SQL.Develop and maintain geospatial datasets.Complete metadata documentation of datasets and processes.Assist with administration of ArcGIS Online organizations for the city and maintain relevant user guides and training materials.Coordination of some short- and long-term enterprise GIS projects by preparing and maintaining project status using Wrike, cloud-drives, written reports, and wiki documents.Create and maintain of web map applications/dashboards/hub sites/etc published via ArcGIS Online.Extract and analyze Census ACS data on demographics and related national or local datasets on health, education, crime, etc.Interact with analysts from other departments assigned to a specific project.Participate in meetings and events within department, city, and wider GIS user community.Occasionally conduct presentations on enterprise specific topics at meetings and conferences.Prepare and deliver presentations and/or training sessions related to mapping software, tools or procedures to City staff on as needed basis.Provide oversight of subordinate, intern, and Co-op employees.QualificationsFour years of relevant professional experience required. Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering. Master's degree in a related field is preferred.Competencies, Knowledge, Skills and AbilitiesRequired:Proficiency in authoring Python scripts for automation of routines and geoprocesses.Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases including PostgreSQL.Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or education materials.Advanced-level proficiency using ArcGIS Pro.Experience with ArcGIS Online to manage profiles, groups, publishing of data, Esri Open Data tools, and Collector for ArcGISProficiency in spatial data creation, editing and maintenance using ArcGIS desktop and/or ArcGIS Pro.Advanced-level proficiency using Microsoft Office Professional Suite (Excel, Word, Powerpoint, Teams, Outlook, etc.).Excellent written and oral communication skills.Proficiency in project planning and time management (setting and meeting goals, setting timelines, updating mangers and team members on status, etc.).Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.Genuinely excited and enthusiastic about learning and pushing technical limits when finding new solutions to support city initiatives.Preferred:Proficiency in statistical methods and analysis including correlation/regression/modeling.Experience working with address and property GIS datasets.Intermediate to advanced-level proficiency with ArcGIS extensions such as Spatial Analyst, geostatistical Analyst, and Network Analyst.Experience with non-Esri software to generate on-line maps and data.Multi-user versioned and distributed editing, replication in ArcGIS Server/ArcGIS SDE 10.x environment.Previous experience building ETL processes.Experience providing training, presentations or seminars.Proficiency in -R or related statistical software tools.Additional InformationSalary Range: $67,000-$79,893Salary cannot exceed $79,893All applications must include a cover letter.
