PRINCIPAL ENGINEER CIVIL (02796@)Under direction, takes the lead and/or performs highly complexand difficult civil engineering work involving the design, inspection,or survey of construction projects, utilities, or related engineeringfacilities; in some jurisdictions, may supervise staff performingcivil engineering work; does related work as required.REQUIREMENTSEDUCATION:Graduation from an accredited college or university with aBachelor's degree in Civil Engineering.NOTE: Possession of a valid Professional Engineer's licenseissued by the New Jersey Board of Professional Engineers andLand Surveyors may be substituted for the Bachelor's degree inCivil Engineering.EXPERIENCE:Three (3) years of experience in civil engineering work.NOTE: A Master's degree in Civil Engineering may besubstituted for one (1) year of experience as stated above.LICENSE:NOTE: Appointees may be required to possess a validProfessional Engineering (PE) license issued by the NJ StateBoard of Professional Engineers and Land Surveyors, particularlyfor positions assuming “responsible charge” over staff as definedby NJAC 13:40-1.3.NOTE: Appointees will be required to possess a driver's licensevalid in New Jersey only if the operation of a vehicle, rather thanemployee mobility, is necessary to perform the essential dutiesof the position.KNOWLEDGE AND ABILITIES:Knowledge of the principles of civil engineering and of the proceduresused in locating, planning, and designing civil engineering projects,roadways, walks, and drainage projects.Knowledge of engineering mathematics, including trigonometryand calculus.Knowledge of the form, content, and preparation of construction plansand specifications, of the techniques use din preparing detailed mapsand charts, and of approved inspection techniques.Knowledge of inspection techniques.Ability to take the lead and provide suitable assignments andguidance subordinate employees.Ability to design new utility installations.Ability to prepare specifications and to give authoritative adviceto supervisory officers regarding the construction of neutilityinstallations.Ability to prepare topographic maps, profiles, and plans andto use such instruments as required to obtain the necessary data.Ability to work with and assist in the operation of the field andoffice work of professional and nonprofessional employees whoare assigned to assist in this work.Ability to apply basic engineering principles and techniques inplans, designs, charts, maps, specifications, and estimates andto reduce and plot field notes.Ability to inspect construction projects for the purpose ofdetermining conformance with designs, plans, and specifications.Ability to prepare preliminary estimates of the cost of newconstruction or installations and to check drawings submittedby contractors for these projects.Ability to solve complex engineering and design problems.Ability to supervise the work operations and/or functional programsand effectively recommend the hiring, firing, promoting, demotingand/or disciplining of employees may be required.Ability to prepare clear, concise, technically sound, and informativeengineering reports containing findings, conclusions, andrecommendations.Ability to prepare and maintain essential records and files.Ability to learn to utilize various types of electronic and/ormanual recording and information systems used by the agency,office, or related units.Ability to read, write, speak, understand, or communicate in Englishsufficiently to perform the duties of this position.
