Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Spokane Sector Headquarters in Spokane, WA. Responsibilities In this position, you will collect, analyze, and disseminate intelligence using law enforcement databases, geospatial tools, and video/sensor systems to support real-time operations. The work directly enhances U.S. Customs and Border Protection (CBP) and U.S. Border Patrol's (USBP) ability to detect, deter, and interdict threats at and between ports of entry, improving officer safety and the security of the nation's borders. This position starts at a salary of $50,723.00 (GS-7, Step 1) to $80,662.00 (GS-9, Step 10) with promotion potential to $80,662.00 (GS-9, Step 10). As a Law Enforcement Information Systems Specialist (LEISS), you will be responsible for performing real-time intelligence, surveillance, geospatial, and database analysis in support of law enforcement and border security operations. Typical duties will include: Collecting and analyzing intelligence from law enforcement databases, video/remote sensors, and geospatial information to produce real-time reports that support field operations and officer safety. Reviewing and interpreting surveillance video, imagery, and sensor alerts to detect and identify incursions, prepare related forensic audio/video evidence, and testify in court, as needed. Utilizing Enterprise Geospatial Information Services (eGIS) to provide agents with rapid access to historical activity and situational awareness data to enhance operational effectiveness. Conducting rapid, real-time research across multiple national, international, and state databases to determine identity, immigration status, criminal history, and potential threats, and relays findings to agents and partner agencies. Qualifications Experience: You qualify for the GS-7 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting senior specialists in developing intelligence reports based on research and information gathering that support the prediction, detection, deterrence, and apprehension of individuals involved in illegal activities; Receiving, compiling, and updating tactical intelligence reports to support real-time enforcement operations, and gathering, verifying, and sorting requested information for accuracy and completeness; Maintaining historical activity data (such as apprehensions, seizures, and significant incident reports) and assisting in reviewing reports to ensure data integrity and proper documentation; Conducting basic data mining and analysis in national and agency information systems to help determine identity, status, and removability of individuals in accordance with applicable laws, rules, and regulations; Preparing and organizing forensic audio and video evidence under supervision, including helping to document chain of custody for potential use in court proceedings. You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Creating intelligence reports based on extrapolated data, research, and analysis to help field agents predict, detect, deter, and apprehend individuals involved in terrorism, human smuggling, illicit drugs, and other contraband-related activity in real time; Analyzing surveillance video, imagery, and sensor alerts in conjunction with other information sources to detect and identify threats or incursions, relaying findings immediately to officers in the field, and preparing audio/video evidence with proper chain of custody for potential court proceedings; Providing agents with rapid access to historical enforcement activity (e.g., apprehensions, seizures, significant incident reports) using geospatial and mapping tools to enhance situational awareness and support operational effectiveness; Utilizing multiple law enforcement and immigration information systems to conduct data mining and analysis that determine identity, status, and removability, and identifies individuals subject to criminal prosecution or removal under applicable laws and regulations; Conducting real-time research across numerous databases during mission planning and execution to identify criminal history, warrants, licenses, travel, and association information, and communicating results to law enforcement personnel to support officer safety and tactical decision-making. Education Substitution: GS-7: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. If that information is not available, use 18 semester or 27 quarter hours. -OR- GS-7: A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits.
