JOB SUMMARY Performs complex legal research and analysis work. Work involves examining preparing and evaluating legal documents conducting legal research and providing assistance to attorneys. Works under general supervision with moderate latitude for the use of initiative and independent judgment. II. ESSENTIAL FUNCTIONS A. Researches and analyzes legal sources to include statutes case law administrative records opinions articles treaties and various rules and regulations reviews drafts of laws rules and regulations affecting agency operations and provides research on bills and amendments for legislative consideration. B. Assists attorneys in providing legal advice and counsel assists in preparation for hearings trials meetings interviews appellate arguments depositions and docket calls. C. Assists in preparing reviewing and editing legal opinions motions briefs abstracts petitions summary judgments and other legal documents and ensures timely filings of legal documents. D. Provides liaison with other departments agencies organizations and the public and prepares presentations and participates in case conferences. E. Provides technical assistance to others. Performs a variety of marginal duties not listed to be determined and assigned as needed. III. MINIMUM QUALIFICATIONS A. Education Experience and Training 1. Completion of one-year of law school accredited by an organization recognized by the Council for Higher Education CHEA the United States Department of Education USDE or by the American Bar Association ABA. 2. Legal work experience preferred. B. Knowledge and Skills 1. Knowledge of legal principles practices and proceedings. 2. Knowledge of applicable state and federal laws rules regulations and statutes preferred. 3. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred. 4. Skill to communicate ideas and instructions clearly and concisely. 5. Skill to coordinate with other staff departments officials agencies organizations and the public. 6. Skill in problem-solving techniques. 7. Skill in the use of computers and related equipment in a stand-alone or local area network environment. 8. Skill to conduct legal research and investigations. 9. Skill to interpret court documents and correspondence. 10. Skill to evaluate and relate findings to cases. 11. Skill to plan work in order to meet established deadlines. 12. Skill to interpret Spanish to English and English to Spanish preferred. IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION A.
