Champion workforce planning and development to ensure that employees\nhave every opportunity to assume leadership positions as baby boomers retire.\nImprove the efficiency and effectiveness of services through the increased use\nof technology.\n\n\nTHE POSITION\nUnder general supervision,\nperforms professional-level work in support of county wide employee relations\nactivities; makes policy recommendations; participates in labor negotiations\nactivities, including conducting research, analysis and costing; provides\nconsultation and guidance on employee and labor relations matters, including\ngrievance handling, performance management, and disciplinary matters; prepares\nMemoranda of Understanding (MOUs) and other documents; interprets, and explains\nlabor relations policies and procedures to operating department personnel;\nrepresents Human Resource Services in interactions with other departments,\ngovernment agencies, employee organizations; and performs related duties as\nrequired.\nDISTINGUISHING FEATURES\nThis classification\nrepresents the journey level within the Labor Relations Analyst series in the\nEmployee and Labor Relations Division of Human Resource Services and reports to\nthe Labor Relations Manager. manage a variety of complex projects\n while charting a course of action that effectively and efferently assists the\n organization in fulfilling its goals and objectives.\n Exercises good judgment and make sound decisions in dealing\n with people within a sensitive and political environment.\n\n\n\n\n\n\n\n\n\n\nMINIMUM QUALIFICATIONS\nExperience:\n\n\nThe equivalent of 18 months of full-time professional experience in the classification of Labor Relations Analyst I in the County of Alameda classified service.\n\n\nOR\n\n\nEducation:\n\n\nPossession of a bachelor's degree from an accredited college or university in a related field.\n\n\nAND\n\n\nExperience:\n\n\nThe equivalent of two (2) years of increasingly responsible, full-time professional human resources experience performing labor relations activities, including working with labor organizations; participating in contract negotiations and meet and confers; addressing performance management issues; handling grievances; and addressing employee relations issues.\n\n\nNOTE:\tThe Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.\n\n\nKNOWLEDGE AND SKILLS\n\nThe most suitably qualified candidates will possess the\nfollowing competencies.\n\n\n\nKnowledge of:\n\n\n\n\n Collective bargaining processes in the public and/or private sector including federal and state labor legislation applicable to local government.\n Principles of collective bargaining including representation rights, management rights and scope of bargaining.\n Negotiation practices and strategies, including preparation, tactics, and impasse procedures.\n Principles and practices of human resource administration and management.\n Administrative and management analysis techniques, including identification of fringe benefit costs and analysis of labor-related data.\n Statistical and reporting methods used in administrative and management analysis.\n Fair employment and equal opportunities policies and regulations.\n Current trends, practices, and issues in employer-employee relations.\n Dispute resolution techniques.\n Procedures and practices for processing grievances through arbitration.\n\n\nAbility to:\n\n\n\n\n Analyze labor relations issues and develop effective, practical recommendations.\n Interpret and apply policies, agreements, and relevant laws and regulations.\n Communicate effectively, both orally and in writing, with a variety of stakeholders, including management, employees, and labor representatives.\n Conduct, research, and analyze information, and solve problems.\n Prepare clear, concise written materials and recommendations.\n Lead and guide colleagues and others.\n Establish and maintain effective working relationships while demonstrating interpersonal sensitivity.\n Plan, organize, and prioritize work effectively while managing competing priorities, and adapting to changing needs.\n Exercise independent judgment and handle sensitive and confidential matters with tact, discretion, and professionalism.\n Use analytical tools and systems to compile, interpret and present labor relations and compensation data.\n\n\n\n\nRECRUITMENT AND SELECTION PLANEXAMINATION COMPONENTS\n\nThe examination will consist of the following steps:\n\n A\n review of candidates' application to verify possession of minimum\n requirements.
