JOB DESCRIPTION:
The Army Navy Business Group currently has a career opportunity for a Knowledge Management (KM)/Information Management (IM) program analyst to provide support to U.S. Fleet Forces Command (USFFC), Director of Fleet and Joint Training Directorate (N7) in Norfolk, VA.
The ideal candidate will be an experienced analyst and subject matter expert (SME) in naval training events and exercises. Echelon III or higher staff experience and a working knowledge or understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP) are a must for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable program analyst experience in:
U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies
Managing/ prioritizing large, complex projects involving numerous stakeholders
Team and/or project leader
Leading working groups and cross functional teams
Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format
Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
Specific Functional Area duties include, but not limited to:
Act as the organization''s primary expert for Microsoft Office SharePoint Server (MOSS) and related portal technologies.
Execute all tasks for the development, administration, and continuous maintenance of SharePoint portal sites and the master content portal.
Develop portal-related concepts, strategic plans, and draft policies to implement effective SharePoint solutions that meet organizational goals.
Use SharePoint''s capabilities to reduce data redundancy, increase the accuracy of data, and enhance enterprise-wide collaboration.
Copy, edit, proofread, and archive all web-based content to ensure it is current, accurate, and available for future needs.
Develop user training guides and provide training to all government and contractor personnel on SharePoint tools, content management systems, and associated processes.
Maintain the integrity of all user and system data files within knowledge management (KM) systems, ensuring proper data verification after system recoveries and managing data format conversions.
Implement and manage security controls within SharePoint and databases to protect Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII).
This includes configuring user permissions and access controls to enforce need-to-know.
Ensure all KM systems comply with security policies for handling sensitive information, including proper data marking, encrypted storage, and secure transmission.
Develop and manage a centralized SharePoint repository for all contract-related documents, including deliverables (e.g., Monthly Financial Status Reports, Progress Reports), plans, and official correspondence.
Support the contractor management team by creating and maintaining databases or lists to track personnel rosters, skills, qualifications, and security clearances.
Administer a system to track the completion of mandatory annual training for all contractor personnel, ensuring the workforce remains compliant with PWS requirements.
Provide training to new and existing contractor personnel on the organization's KM processes, procedures, and tools.
Analyze internal business practices and recommend workflow automation to improve efficiency for the finance and contractor management teams.
Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS:
U.S. citizen with Bachelor of Arts or Science degree and 6 years experience. 4 additional years in lieu of degree. Secret clearance
Three (3) years of experience with developing and managing SharePoint sites and applications
Three (3) years of experience at the Echelon II or higher-level staff or equivalent
Superior writing and verbal communication skills and ability to work independently and closely with senior personnel
DESIRED BACKGROUND / EDUCATION / SKILLS:
Comprehensive knowledge of Fleet training support requirements, including pre-deployment and sustainment
Knowledge of military command structure, missions, and organizational relationships
Familiarity with OFRP, FRTP, and FTC
