GENERAL STATEMENT OF DUTIES

Performs shift supervisory and coordinative work in managing the daily activities of the Guilford County Juvenile Detention Center.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class must be a dedicated and experienced professional who supervises the daily activities of detainees and ensures safe, efficient facility operations. The Juvenile Detention Supervisor oversees staff, maintains appropriate staffing levels, and ensures the delivery of programs and services aligned with the Center's strategic plan. Key responsibilities include assisting the Program Manager and Director with organizational planning, participating in personnel processes, setting daily program priorities, and making operational adjustments based on available resources. This role requires strong leadership skills, sound judgment, and the ability to address administrative and clinical issues as they arise. The employee must demonstrate an understanding of adolescent behavior, including behavioral and mental health challenges, and possess knowledge of detention facility operations and the Juvenile Court System. Additional duties include supervising staff, establishing work schedules, providing training, and evaluating employee performance. The position reports to the Program Manager and Director through regular observation, reports, and meetings.

DUTIES AND RESPONSIBILITIES

Essential Duties and Tasks

  • Positions are responsible for supervising an assigned shift.
  • Supervises the staff in planning activities for the detainees as well as reviewing these activities while in process and/or evaluating activity effectiveness as reflected by detainee behavior.
  • Participates in administrative and supervisor matters such as long/short-term planning, staff training, and performance management, the determination of resource utilization, and the implementation of program activities.
  • Supervises admission of detainees to the Center. Ensures the completion of appropriate admission documentation and the existence of proper authority to detain the individual concerned.
  • Arrange medical treatment for the detainees, if necessary.
  • Supervises the release of detainees to the proper authority.
  • Performs related work as assigned.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities

  • Considerable knowledge of the behavior difficulties of juveniles.
  • Considerable knowledge of the principles and procedures of a Juvenile Detention Center & Court System.
  • Considerable knowledge of the program activities characteristic of a Juvenile Detention Center.
  • General knowledge of basic psychology, sociology, and counseling.
  • Ability to make decisions quickly in unusual situations.
  • Ability to supervise the care of juveniles who may react aggressively to detention.
  • Ability to organize and supervise the work of Juvenile Counselor Technicians.
  • Ability to exercise tact and discretion in supervisory and clinical situations.

Typical Qualifications

Minimum Qualifications

Graduation from a four-year college or university preferably in Criminal Justice, or a Social Science and three years of experience in a juvenile detention or a similar setting; OR,

Associate's degree preferably in Criminal Justice or a Social Science and five years of experience in a juvenile detention or a similar setting: OR,

High School Diploma or GED and seven years of experience in a juvenile detention or a similar setting.

Two years of experience as a supervisor or lead worker is required.

Special Requirements

Must attend and successfully complete or have completed the Juvenile Justice Officer Basic Training certification program.

Must complete NC General Instructor Training.

Valid Driver's License required.

Physical Demands and Work Conditions

Must be able to physically perform the basic life operational functions of standing, walking, fingering, grasping, talking, and repetitive motions.

Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Must possess the visual acuity to prepare and analyze data and figures, to use a computer terminal, and to do extensive reading.

Driving is Essential

Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid drivers license and that the driving record is compatible with the countys driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford Countys vehicle use policy.
