As a JOINT OPERATIONS CENTER TECHNICIAN (TITLE 32), GS-0303-5/6/7, you will carry out duties which include: overall mission status of an armory or base and its assigned units, installation security, initiating emergency procedures, Crisis Action Team notification, and other duties critical to the conduct of the mission.

This is NOT an all-inclusive list:

  • Perform a wide variety of administrative services.
  • Conduct studies to determine requirements for communication devices, office automation hardware and software.
  • Ensure required publications are readily available.
  • Type a variety of narrative and tabular correspondence from rough drafts and corrected copies.
  • Establish and maintain cooperative working relationships with Federal, state and public agencies and military units within the state.
  • Take calls from Federal, state and the public on exchange of information and records all pertinent data.
  • During joint forces exercises or actual emergencies, serve as a member of the JOC emergency response team to provide support to either the Federal, state or public operations.
  • Perform various tasks, such as activating the JOC, exchanging information with other emergency response agencies, coordinating data collection and reporting, coordinating with field personnel, preparing briefings or situation reports, etc.
  • Obtain and/or exchange information pertinent to emergency support plans and activities of mutual interest or major concern.
  • Evaluate, analyze and disseminate information of interest to the JOC Manager, Adjutant General or his staff.
  • Record action taken, equipment assigned and other pertinent information in various databases.
  • Examine, analyze and interpret data from a variety of resources, i.e., interrelated electronic monitoring instruments, visual displays, area maps, news reports, and electronic mail to detect conditions of the area, either normal or abnormal.
  • Assist in the management and daily operations of the Joint Operations Center.
  • Relay information through various communications equipment to appropriate personnel.
  • May participate with the JOC Manager in briefing key staff members on significant emergency situations and providing situational assessments requiring response and recommendations for appropriate action.
  • Ensure all classified documents are properly prepared, reproduced, distributed and stored.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.   • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted Only - May not exceed the rank of E-7

GENERAL EXPERIENCE: MUST possess administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position; Experience using computer and automation systems.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess at least 1 year equivalent to GS-6 Level experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions; Experience demonstrating the ability to advise lower graded employees; Experience working independently and setting priorities with very little supervisory control. GS-06 Level - MUST possess at least 1 year equivalent to GS-5 Level experience performing administrative work, gathering information, compiling data and preparing reports; Experience in the interpretation and application of regulations, procedures or law; Experience using oral and written communication. GS-05 Level - MUST possess at least 1 year equivalent to GS-4 Level experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records; Experience following oral or written instructions to accomplish work; Experience establishing and retrieving files and information; Experience using common computer software designed for word processing.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
