ABOUT THE POSITION

The Riverside County Information Technology (RCIT), Enterprise Application Bureau, is seeking a highly qualified IT Supervising Applications Developer.

The selected candidate will provide leadership for the Web and Application Development Team, which is responsible for the County's public-facing, internal, and departmental websites and applications, as well as other digital assets, while ensuring the stability, performance, accessibility, and security of the County's web infrastructure.

Responsibilities of the IT Supervising Applications Developer may include, but are not limited to, the following:

  • Web and Application Team Supervision: Oversees daily operations, guides staff development, and directs the Web and Application Team.
  • Web and Application Infrastructure Oversight: Oversee the design, development, maintenance, and support of public-facing and internal websites and applications to ensure high availability, performance, and reliability of web systems and applications.
  • Platform & Application Management: Provide oversight for platforms including Amazon Web Services (AWS) Development, Drupal, .NET framework, SharePoint, Power Applications, and other web technologies. Ensure proper configuration, integration, and ongoing support of these systems.
  • Security & Compliance: Ensure web platforms comply with County security standards, policies, and best practices. Support the implementation of accessibility standards (e.g., ADA compliance) and data protection requirements.
  • Project Management & Delivery: Lead and coordinate web-related and application projects, upgrades, enhancements, and departmental support efforts to deliver solutions aligned with business needs.
  • Operational Support & Issue Resolution: Oversee troubleshooting and resolution of complex issues, ensuring timely response to incidents and minimizing service disruptions.
  • Vendor & Contract Management: Coordinate with external vendors and service providers, ensuring deliverables meet expectations and align with County standards.
  • Reporting & Continuous Improvement: Provide regular status updates, metrics, and reports on system performance and team productivity. Identify opportunities for process improvements and drive modernization initiatives.

In addition to the minimum requirements, the most competitive candidates will possess:

  • A bachelor's degree in computer science, computer engineering, or software engineering; equivalent experience will be considered.
  • Three to five years of professional web application development experience.
  • Three years experience as a Drupal, AWS, and/or .NET developer.
  • Two to three years of supervisory experience.
  • One to two years of technology project management experience.
  • Experience using web servers, including Internet Information Services (IIS), AWS, and/or Apache.
  • Experience using AWS tools, .Net, PHP, JavaScript, SQL, NoSQL, and front-end technologies.
  • Experience with GitHub, DevOps, Search Engine Optimization (SEO), Google Analytics, and SharePoint.

At this time, the position offers the opportunity to telework based on business need. This role requires employees to report to the office at least two to three times per month and may be required to attend additional in-person meetings as needed. Telework arrangements are subject to change at the department's discretion.

EXAMPLES OF ESSENTIAL DUTIES

  • Supervise, assign, review, and evaluate the work of staff performing a variety of IT-related work; plan, organize, and provide opportunities to develop and maintain job-related competencies.
  • Develop project specifications and application design from direct customer input or specified end user requirements.
  • Write and test programming code to create new business applications and interfaces or maintain/modify existing business applications.
  • Conduct systems analysis on development projects.
  • Perform and assist in data modeling.
  • Prepare technical documents (e.g., process specifications, diagrams, and flow charts) and user manuals.
  • Research, evaluate and test proposed network products, product versions and systems solutions.
  • Develop quality standards based on industry standards and evaluation of available technology and resources.
  • Coordinate version and change control processes and procedures.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelors degree from an accredited college or university in computer science, computer information systems, data processing, information management, or related field.

Additional qualifying experience may be substituted for the required education on the basis of one year of experience for one year of education.

Experience: Four years of successful journey level IT job-related experience with two of those years including supervisory or lead duties over staff engaged in technically advanced IT-related work.

One year of experience as a Riverside County IT Applications Developer III or equivalent County IT class may substitute for the required experience.

Knowledge of: The principles, methods, and techniques used in the course of work for the IT Applications Developer series; principles, methods, and techniques of effective supervision; principles, methods, and techniques applied to IT devices, applications and systems; principles of organization and administration; and the principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.

Skill in: Supervision, coordination, and evaluation of the work of assigned personnel; identifying learning needs and overseeing the orientation and training of personnel.

IT-Related Skills:

Required: Writing code and scripts; writing process descriptions; prepare flow process diagrams and other design graphics; application of industry and corporate standards and conventions; installation, testing, and migration process and techniques; quality and version control processes; writing and modifying technical documentation; using Software Development Life Cycle (SDLC) methodologies.

Preferred: Project spec development; application design; writing and modifying user documentation; data modeling techniques.

Other Requirements

A successful Security Clearance conducted by the Sheriffs Department is required for positions within the Riverside County Information Technology Department.

License/Certificate: Possession of a valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.

Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
