Role Purpose
The Senior Program Manager is accountable for the successful execution of Project Phoenix, the client global network modernization program, delivering enterprise-wide transformation across SD-WAN, LAN, Wireless, and supporting network security capabilities. Reporting to program leadership, this role provides strategic and operational leadership for a global team of internal and contract Project Managers while overseeing delivery across BioLife donation centers, Global Manufacturing & Supply (Client/GQ) facilities, research sites, and corporate offices.
Key Responsibilities
Program Leadership & Delivery
Lead the global execution of Project Phoenix, ensuring delivery of all strategic milestones across SD-WAN, LAN, Wireless, and network modernization initiatives.
Own the integrated program plan, dependencies, milestones, and delivery roadmap across all workstreams.
Establish and maintain program governance, executive reporting, Steering Committee materials, dashboards, and status communications.
Present program health, milestone progress, financial performance, risks, and strategic recommendations to senior leadership and executive stakeholders.
Lead planning and execution of global migration and cutover activities while minimizing operational disruption and ensuring business continuity.
Vendor & Partner Management
Serve as the primary program relationship manager for client strategic network delivery partner.
Govern vendor performance, Statements of Work (SOWs), resource planning, commercial commitments, and delivery performance.
Ensure vendor activities remain aligned with program objectives, quality standards, and delivery timelines.
Financial Management
Own program financial management across both OpEx and CapEx investments.
Manage forecasting, budget tracking, vendor invoicing, financial variance analysis, and resource planning against MRP/MYC commitments.
Identify financial risks and opportunities while ensuring effective cost management.
Risk, Compliance & Quality
Lead program risk management, proactively identifying, assessing, and mitigating delivery risks.
Ensure successful execution within client governance framework, including GxP, validation, change control, and other regulatory requirements.
Key Accountabilities
Accountable for successful delivery of a global, multi-year enterprise transformation program.
Leads multiple concurrent workstreams across geographically distributed teams and vendors.
Drives integrated planning, governance, financial management, and execution across the program lifecycle.
Establishes governance processes, delivery standards, and continuous improvement practices across the program.
Monitors program performance through KPIs, financial metrics, schedule adherence, and risk indicators.
Qualifications
Education
Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related discipline.
Equivalent combination of education and significant relevant experience may be considered.
Experience
10+ years of progressive IT program and project management experience.
Demonstrated success leading complex global infrastructure or network transformation programs.
Experience managing large-scale, cross-functional initiatives spanning multiple business functions, regions, and vendors.
Experience delivering projects within regulated environments, preferably pharmaceutical, healthcare, or life sciences.
Conceptual understanding of enterprise network concepts including campus network design, wifi network design, security standards and wan concepts is a plus
