QUALIFICATIONS
  • 3+ years of experience with large and small-scale purchasing methods and procedures.
  • 3+ years of experience managing RFPs, RFQs, IFBs, and procurement amendments.
  • 3+ years of working knowledge of North Carolina General Statutes, NC Administrative Code, and State IT Term Contracts.
  • Excellent verbal and written communication skills.
  • Experience writing detailed and complex technical specifications.
  • Strong understanding of government procurement processes and compliance requirements.
  • Ability to interpret complex regulations, policies, and contract language.
     
RESPONSIBILITIES
  • Serve as an IT Business Office resource responsible for procuring contract and non-contract goods and services.
  • Obtain vendor quotes and process purchase orders for software, hardware, equipment, and other assigned commodities.
  • Prepare and publish procurement solicitations through the Electronic Vendor Portal (eVP), Sourcing Tool, and Contract Workspace.
  • Develop and manage Request for Proposals (RFPs), Request for Quotations (RFQs), Invitations for Bids (IFBs), amendments, addenda, clarifications, and exception documentation.
  • Procure Information Technology goods and services in compliance with state procurement regulations.
  • Interpret and apply procurement policies, state regulations, and complex contract language.
  • Maintain procurement records and confidential documentation.
  • Collaborate with vendors, stakeholders, and project teams throughout the procurement lifecycle.
