Job Summary:

The position allocated to this class provides technical services involving creating, updating, and maintaining geographic information system (GIS) datasets, maps, and related files. In addition, it provides analysis and support for GIS software and GIS software users in relation to enterprise GIS technologies. Employees in this position analyze client/user needs to define information and data requirements; create, manipulate, analyze and modify data, and maintain automated processes for transfer and transformation of GIS data. Duties include ensuring the completeness and accuracy of complex applications involving various primary and secondary spatial analysis. Work is performed under general supervision.
Job Description:
ESSENTIAL JOB FUNCTIONS
- Perform departmental GIS needs assessments and evaluation of departments' business functions.
- Propose practical and cost-effective GIS technology-driven solutions.
- Review user-generated spatial data and cartography determining appropriate supporting GIS analysis, products, and data collection methods.
- Make use of scripting and services to automate GIS tasks such as data transformations, geocoding, batch processing, and file generation.
- Design and develops GIS applications adhering to defined development procedures, standards and quality assurance controls.
- Perform GIS analysis and geo-processing functions, including input, editing, manipulation, management, and analysis of spatial and tabular data.
- Implement and monitors spatial database processes, versioning, data backup, security, and archiving.
- Monitor and test data catalog for accuracy and usability.
- Prepare reports, maps, charts, and other cartographic products.
- Assist with web map application configuration, interactive application development, user testing, and training.
- Assist with the automation of repetitive geoprocessing and map production tasks through the creation of automated workflow models.
- Train end users and promote the effective use of GIS products, datasets, and interactive viewers.
- Operate GIS related equipment including large-format printers, plotters, and laminators.
- Assist with updating, revising, designing, and maintaining maps and other spatial data products.
- Research and collect data from county and non-county sources for applications, products, and services.
- Perform other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor's Degree from an accredited college or university in GIS, Planning, Geography or closely related field.
- One (1) year of information technology/GIS experience preferred.
- An equivalent combination of related education and/or education providing required knowledge, skills and abilities may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of GIS and GIS-related technologies, techniques, practices and industry trends.
- Knowledge of data capture techniques, spatial analysis methods, cartographic standards, and QA/QC procedures.
- Skill in GIS modeling and application development.
- Skill in establishing and maintaining effective working relationships.
- Skill in the use of ESRI tools and products for the creation of web based spatial data management.
- Ability to perform spatial analyses within the GIS software environment.
- Ability to define, track, and assure responsiveness to clients' information service needs.
- Ability to manage complex GIS projects from inception through completion, in adherence with IT Department standards and practices.
- Ability to analyze problems and apply critical thinking skills.
- Ability to learn new programs, platforms and tools.
- Ability to prioritize work and complete multiple projects within the prescribed timeframe.
- Ability to evaluate and modify GIS data.
- Ability to work effectively and contribute as a member in a team-based environment.
- Ability to read, understand and apply technical manuals and procedures.

Total Compensation:
$78,250 - $109,025 Annually
Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
