IT Business Systems Analyst II

As an IT Business Systems Analyst II, you'll be the strategic bridge between business stakeholders and technical teams — owning the full requirements lifecycle from discovery through delivery across medium to complex initiatives. This is a high-impact role where your ability to bring clarity out of ambiguity directly shapes how technology serves member care and operational excellence.
What You'll Do
- Lead requirements gathering and documentation — specifications, process flows, use cases, system integration flows, data flows, and user manuals
- Drive facilitated workshops with business units, translating needs into clear, actionable requirements — even when stakeholders haven't fully defined what they need yet
- Manage 10+ concurrent projects across multiple business units, maintaining focus on critical milestones without losing sight of competing priorities
- Own end-to-end delivery on internal IT solution development — working directly with in-house development teams, not just vendor implementations
- Develop and maintain Requirements Traceability Matrices and collaborate closely with QA/UAT teams through testing cycles
- Serve as liaison among stakeholders to align organizational structure, policies, and operations with technical execution
- Evaluate solutions and present recommendations — with clarity and solutions already in hand
What You Bring
- 5+ years as a technical systems or business analyst, with demonstrated experience across the full project lifecycle — from inception through delivery
- Proven ability to manage 10+ complex, cross-functional projects simultaneously in a hybrid Agile/Waterfall environment (Agile experience strongly preferred)
- Expert-level skill in gathering, documenting, and translating Business, Functional, Stakeholder, and Non-Functional requirements for internal system solutions
- Comfortable leading discovery sessions where business units are still defining their own needs — and skilled at bringing structure to ambiguity
- Strong command of traceability matrices, test case development, and QA/UAT collaboration
- Proficiency in Microsoft Office Suite: Excel, Word, MS Project, and Visio
- Bachelor's degree in Business Administration, Computer Science, Healthcare, or related field; IIBA or CBAP certification a plus
- Valid California Driver's License required
