Northramp is seeking an IT Asset Management Lead to join the team supporting the U.S. International Development Finance Corporation (DFC) Enterprise IT Operations Services Support (ITOPS) program. ITOPS is a five-year effort to operate and modernize DFC's enterprise IT environment, providing service management, network operations, IT asset management, and end-user support across DFC's mission. 

You will lead the IT Asset Management (ITAM) workstream supporting DFC — owning hardware and software asset lifecycle, license compliance, and asset data integrity across an enterprise environment supporting approximately 500 to 1,000 users. The role brings discipline and accountability to one of the highest-leveraged but most-overlooked parts of an IT operation: knowing exactly what you have, where it is, and whether it's licensed correctly. 

This role is part of Northramp's integrated delivery model, where engineers and advisors work as one team to bring sound judgment, disciplined execution, and deep federal experience to mission-critical operations programs. 

Location & Work Arrangement 

Primary place of performance is DFC Headquarters at 1100 New York Ave NW, Washington, DC.. On-site presence at DFC HQ is expected on a regular cadence aligned to the operational rhythm of the engagement. 

Requirements

The Ideal Candidate 

You think of asset data as a strategic capability, not a spreadsheet exercise. You have stood up or operated an ITAM program against ITIL or ISO standards, you know your way around CMDB integration and software license positions, and you have the audit discipline to defend an asset inventory under federal audit and IG/GAO review. 

Key Responsibilities 

  • Lead the IT Asset Management workstream across DFC, owning hardware asset management (HAM), software asset management (SAM), and the underlying asset data model. 
  • Maintain the accuracy and integrity of DFC's asset inventory, including end-user devices, network equipment, servers, software licenses, and SaaS subscriptions. 
  • Own software license compliance posture: conduct regular license position reviews and surface true-up risks before they become findings. 
  • Lead procurement-to-retirement asset lifecycle processes — request, procurement, receipt, deployment, refresh, reassignment, and disposal. 
  • Operate the IT Asset Management module within DFC's ServiceNow platform; ensure integration with the CMDB and broader ITSM workflows. 
  • Lead operational administration of endpoint and mobile device management as an extension of HAM, including Microsoft Intune (enrollment, configuration, compliance, policy enforcement) and Lookout mobile threat defense (alert monitoring, asset/user risk correlation, remediation coordination); ensure endpoint management is integrated with ITAM, CMDB, and ITSM processes. 
  • Produce regular asset reporting for DFC government leadership, including financial impact, lifecycle posture, and license utilization. 
  • Support contract renewals, vendor management, and total cost of ownership analyses across the DFC asset portfolio. 
  • Lead asset audits and verification efforts; coordinate with federal audit and security teams during inspector general or GAO reviews. 
  • Define and continuously improve ITAM policies, procedures, and operational SLAs. 
  • Mentor team members; build asset management as a discipline, not a one-off effort. 

Required Qualifications 

  • 7–10 years of progressive, hands-on experience in IT asset management, hardware and software lifecycle management, and license compliance in federal environments. 
  • Bachelor’s degree in Information Systems, Business, or related field. Equivalent professional experience is considered. 
  • Demonstrated experience leading an IT asset management program in a federal or comparable regulated environment. 
  • Strong working knowledge of ITAM frameworks — ITIL Asset Management, ISO/IEC 19770, or equivalent — and software license management practices for Microsoft enterprise licensing (M365, Azure, Intune); experience with other major publishers a plus. 
  • Working knowledge of FISMA, OMB Circular A-130, and NIST SP 800-53 as they apply to asset and configuration management. 
  • Hands-on experience with asset management tooling and CMDB integration — ServiceNow ITAM, Flexera, or comparable platforms. 
  • Strong analytical skills; ability to translate asset data into actionable financial and operational insight. 
  • Demonstrated audit discipline and the ability to defend asset inventory under federal audit and IG/GAO review. 
  • Excellent written and verbal communication; ability to brief senior government leadership on asset posture. 
  • U.S. Citizenship and the ability to obtain and maintain a High-Risk Public Trust clearance. 

Desired Qualifications 

  • Certified IT Asset Manager (CITAM) or CHAMP / CSAM (IAITAM). 
  • ITIL 4 Foundation or higher. 
  • ServiceNow ITAM or comparable platform certification. 
  • Prior federal civilian agency experience; experience with FedRAMP or federal financial systems context a plus. 
  • Active Public Trust or higher clearance. 

Clearance 

A High-Risk Public Trust background investigation is required for this role. Because this position has elevated access to financial and operational data, the investigation's scope is more rigorous than a Moderate Risk Public Trust. Selected applicants will be subject to a security investigation and may need to meet eligibility requirements for access to sensitive information.
