This is responsible professional, administrative, management-level work and public contact work in planning, directing, coordinating, and participating in programs that support small business development, retention, expansion, entrepreneurship, and economic growth in the City of St. Petersburg. Work involves serving as a primary City liaison to the small business community and managing initiatives that connect entrepreneurs and business owners with education, technical assistance, mentorship, business navigation, partner resources, and programs that help businesses start, grow, and thrive in the local economy. The position is responsible for overseeing The Greenhouse in collaboration with the St. Petersburg Area Chamber of Commerce, including the coordination of services, programming, partnerships, outreach, and resource navigation for small businesses and aspiring entrepreneurs. Work includes responsibility for organizing, analyzing, and evaluating economic indicators, business trends, market data, and community needs to support development and implementation of programs that encourage small business development, retention and expansion, business attraction, annexations, tourism development, and controlled economic growth that enhances the City's tax base and strengthens the local economy. Work also requires the exercise of considerable independent judgment, initiative, ingenuity, and tact; and extensive, productive interaction with City officials, other governmental agencies, business owners, neighborhood representatives and the general public.

Salary: $96,328 - $151,830

To Qualify

Minimum Qualifications. Applicants must:

  • Have a valid Bachelor's degree with major coursework in public administration, business administration, economics, or a related field.
  • Possess and continue to maintain a valid Driver License.
  • Have significant experience promoting business development and education and workforce development.
  • Have thorough knowledge of the principles, practices, and research methodology essential to compiling, analyzing, and evaluating economic and marketing data.
  • Have thorough knowledge of municipal organization and department functions, operating procedures and requirements related to economic development.
  • Have considerable knowledge and experience in the administration of economic development incentive and financing programs.
  • Be able to communicate clearly and concisely, orally and in writing.
  • Be skilled in the use of a computer, including Microsoft Office Suite (Word, Excel, PowerPoint and Access).
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred applicants:

  • Have a valid Master's Degree in public administration, business administration, economics, or related field.
  • Have considerable knowledge of federal, state and local laws and private sector influences that affect economic development.
  • Are able to effectively interpret and apply regulations and principles regarding economic development; and are able to competently maintain comprehensive records of economic development activities and prepare related reports and correspondence.
  • Possess certification as a professional planner, economic developer, housing or finance specialist.Selection Process
