POSITION 26P79 TITLE: INTERIM Director of Special Programs

LOCATION: Countywide

EMPLOYMENT TERM: No more than the 2026-2027 school year. Anticipated start date of July 1, 2026. (Normal contract: 260 days).

BID PERIOD: June 11-17, 2026, 3 pm. If necessary, interviews will be arranged after bid period closes.

QUALIFICATIONS: Minimal qualifications will include a BA degree and valid West Virginia Teaching Certificate and a West Virginia Administrative Certificate PreK-AD. Must have strong written and oral communications. Must have experience with students with autism, autism curriculum, and research. Must have knowledge of Special Education laws, policies, and procedures. Certification in Multi-Categorical preferred.

DUTIES & RESPONSIBILITIES:

  1. Supervise Alternative Education

  2. Demonstrate the ability to obtain and administer grants and maintain a budget

  3. Demonstrate the ability to analyze test data to facilitate the improvement of student learning

  4. Successful coordination of special education programs: IEP meetings, transition of PK-AD students from special education into regular education

  5. Demonstrate capability to review current trends and research in curriculum areas and show its application to the learning setting including scheduling recommendations

  6. Demonstrate knowledge/experience assessing the needs of a school/school system, evaluating the effectiveness of programs/practices, developing plans for improving learning, setting goals, and providing input for the establishment of policies and procedures

  7. Provide examples of knowledge and experience to use to establish a positive working relationship with staff, students, parents and community groups

  8. Demonstrate a working knowledge and understanding of laws and procedures governing students/schools particularly the IDEA and Section 504 regulations

  9. Demonstrate a working knowledge of technology to include word processing, spreadsheets, and data file management

  10. Demonstrate problem solving ability

  11. Provide examples of any other training and experience, which would lead to successful employment as Director of Special Programs

  12. Work with the personnel director in maintaining a highly qualified staff to serve Marshall County Schools

  13. Provide educational programs for parents and instructional aides

  14. Serve as the county Section 504 & Title IX designee

  15. Provide staff development in the areas of transition planning, positive behavior support, reading intervention and mathematics

  16. Work in conjunction with the Parent Education Resource Center

  17. Inform, consult and collaborate with principals on Special Education issues

  18. Serve as a liaison with outside agencies

  19. Review IEP and 504 plans to ensure they are developed and implemented in accordance with state and federal laws

  20. Supervise School Psychologists

  21. Provide training and onsite technical assistance to School Assistance Teams

  22. Perform other duties as may be assigned by the Superintendent

SALARY: Salary based on experience and education level per MCS BOE salary schedule located at https://boe.mars.k12.wv.us/o/mcs/page/salary-schedules plus competitive benefits package equal to approximately 35% of direct compensation.
