Job Summary

The Director of International Student Services and Compliance (ISS) provides strategic, operational, and compliance leadership for Salt Lake Community Colleges International Student Services department. The Director is responsible for developing and maintaining a responsive, student-centered model of support for international students from inquiry and admission through enrollment, retention, completion, transfer, employment authorization, and post-completion transition.

The Director serves as the Colleges Primary Designated School Official (PDSO) and is responsible for ensuring institutional compliance with applicable federal regulations, SEVIS reporting requirements, institutional authorization standards, and related policies and procedures governing international students.

In addition to compliance oversight, the Director leads the development and implementation of a proactive case management and student success model designed to support international students in navigating academic, personal, financial, cultural, and immigration-related challenges. The Director establishes service standards, develops effective operational workflows, supervises staff, uses data to drive continuous improvement, and collaborates with campus partners to remove barriers and promote student success.

The Director provides leadership, vision, fiscal oversight, and strategic direction for International Student Services, including:

Essential Duties and Responsibilities

Leadership and Department Operations

  • Provide strategic leadership and direction for International Student Services in alignment with the Mission, Vision, Values, and Strategic Priorities of Salt Lake Community College.
  • Develop annual goals, priorities, assessment plans, and operational strategies for the department.
  • Hire, supervise, coach, mentor, and evaluate professional and support staff.
  • Establish clear service expectations, workflow processes, accountability measures, and performance standards.
  • Develop cross-training and succession planning strategies to ensure continuity of service and compliance.
  • Manage departmental budgets, grants, contracts, and resources.

Student Success and Case Management

  • Develop, implement, and continuously improve a proactive case management model that supports international student success, retention, completion, transfer, and career readiness.
  • Ensure students receive timely, accurate, and culturally responsive support throughout their experience at SLCC.
  • Establish and monitor service standards for student responsiveness, issue resolution, follow-up, and communication.
  • Coordinate support and intervention efforts for students experiencing academic, financial, personal, employment-related, cultural adjustment, or immigration-related challenges.
  • Develop systems to identify student needs, track interventions, monitor outcomes, and ensure appropriate follow-through.
  • Partner with campus departments to remove barriers and improve access to student support services.

SEVIS Compliance and Risk Management

  • Serve as the Colleges Primary Designated School Official (PDSO).
  • Maintain institutional compliance with all applicable federal, state, and regulatory requirements related to international students.
  • Oversee SEVIS reporting, monitoring, recordkeeping, and documentation requirements.
  • Monitor changes in immigration regulations and ensure timely implementation of required operational changes.
  • Develop and maintain policies, procedures, internal controls, training materials, and compliance documentation.
  • Ensure audit readiness and accuracy of all compliance-related activities.
  • Provide guidance and training to college personnel regarding international student regulations and institutional responsibilities.

Enrollment Management and Student Support

  • Collaborate with Enrollment Management, Admissions, Marketing, and Academic Affairs to support international enrollment goals.
  • Support international recruitment, application processing, admissions, onboarding, and enrollment efforts.
  • Oversee international student orientation and transition programming.
  • Develop and implement initiatives that support belonging, cultural adjustment, academic success, leadership development, and career preparation.
  • Partner with Career Services and Student Employment to support student understanding of employment authorization options, including CPT and OPT, where applicable.

Collaboration and Partnership Development

  • Serve as the primary institutional resource on international student issues.
  • Build and maintain collaborative relationships with Admissions, Registrar, Academic Advising, Financial Aid, Student Employment, Payroll, Academic Affairs, Student Affairs, faculty, and external partners.
  • Represent the College with federal agencies, government entities, embassies, community organizations, and professional associations.
  • Participate on institutional committees and initiatives that impact international students.

Assessment and Continuous Improvement

  • Establish performance measures and assessment processes for ISS operations and student outcomes.
  • Monitor and analyze data related to enrollment, retention, persistence, completion, service utilization, compliance, and student satisfaction.
  • Use data to inform planning, resource allocation, process improvement, and decision-making.
  • Regularly evaluate programs and services to ensure effectiveness and alignment with institutional priorities.

Minimum qualifications

  • Bachelors degree from an accredited college or university in International Studies, Higher Education, Student Affairs, Intercultural Communication, Counseling, TESOL, Public Administration, or a closely related field.
  • Three (3) to six (6) years of progressively responsible professional experience in international student services, international admissions, enrollment management, student success, advising, or a related higher education function.
  • Two (2) years of supervisory or leadership experience.
  • Demonstrated experience working with F-1 regulations, SEVIS processes, and international student compliance requirements.
  • Eligible to serve as a Designated School Official (DSO) and Primary Designated School Official (PDSO) in accordance with federal regulations.
  • Must be authorized to work in the United States in accordance with federal requirements governing access to SEVIS.

Preferred Qualifications

  • Masters degree in Higher Education, Student Affairs, International Education, Counseling, Public Administration, Intercultural Communication, or a related field.
  • Experience serving as a PDSO.
  • Experience working at a community college or open-access institution.
  • Multilingual proficiency.
  • Professional involvement with NAFSA or other international education organizations.
