About Us:The City of Glendales Transportation Department works to ensure safe and efficient travel for the people of Glendale.
The Role:The Intelligent Transportation System Analyst is responsible for developing, updating and monitoring traffic signal timing plans. Implements citywide coordination plans using centralized traffic signal system software and Intelligent Transportation System (ITS) infrastructures. This role includes disseminating travel information to the public utilizing Dynamic Message Signs (DMs) and other communication channels. Actively manages traffic signals during planned and un-planned events as well as peak travel periods from the Traffic Management Center.
The ideal candidate for the role will have a Bachelor's degree in Electronics, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems, telecommunications, system programming, and/or traffic signal system timing.
Salary and Hiring Bonus:This position is a Grade 410 with an annual salary between $76,709-$115,064 effective 6/27/2026

Holiday, Vacation, and Sick Leave:
Regular status position's offer:
The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Minimum Qualifications/Special Requirements/Success Factors
Bachelor's degree in Electronics, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems, telecommunications, system programming, and/or traffic signal system timing.
Knowledge of:
Theory, principles, practices, materials, and equipment of traffic signal operation, traffic flow, telecommunications, fiber optics, closed circuit television cameras, and all other aspects ITS Professional literature and sources of information for the field of intelligent transportation systems
The Manual on Uniform Traffic Control Devices
Ability to:
Effectively identify, plan, organize and carry out necessary repairs to the City's ITS system
Analyze findings and prepare recommendations, present written and oral reports
Communicate effectively both verbally and in written form
Establish and maintain effective working relationships with City employees, contractors, other government agencies, and the public
Exercise considerable initiative and independent judgment
Provide quality customer services
Interpret regulations, policies, and guidelines of the City of Glendale and other government agencies
Conduct field observations, tests, and installations
Communicate with the public on ITS and traffic signal issues and be viewed by the public as an expert in these areas
Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities is qualifying
Special Requirements:
Valid Arizona driver's license. Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. Will be required to work extended hours on evenings, weekends, and/or holidays for events.

Office setting with a significant amount of field inspections.
Working Conditions:
Will be exposed to weather extremes and working next to live and heavy traffic at times.
