ABOUT THE DEPARTMENT: The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The office provides leadership on countywide initiatives, coordinates interdepartmental operations, and manages the County's legislative and intergovernmental affairs. Our work includes advancing the Board's strategic priorities, overseeing the County's budget, and leading cross-cutting efforts in housing, climate, equity, emergency preparedness, and homelessness.

This role exists within the Digital, Innovation, and Transformation Office (DITO), which sits at the nexus of cross-departmental change initiatives throughout the County. Through each of those verticals-digital, innovation, and transformation-we act as a force multiplier, accelerating improvements in employee experience, reducing burden on residents, delivering world-class public services, and supporting our department and elected leaders.

ABOUT THE POSITION

Reporting to Chief Digital and Innovation Officer, the Innovation Program Manager (Administrative Analyst III) is tasked with leading efforts to improve processes and program outcomes throughout the organization.

Our team is dedicated to advancing operational excellence across departments. Our team of multidisciplinary experts partners with department management and program staff to lead performance management and continuous improvement efforts across the County. We are action-oriented and impact-forward. We are looking for candidates who want to work in a fast-paced environment, can collaborate and deliver results across stakeholder groups, and brings an urgency to delivering high-quality services to our residents.

We use several frameworks and tools to deliver impact. This includes human-centered design, product management, process redesign and reengineering, data analysis, journey mapping, design workshops, and more. Importantly, our mission beings with "to empower people," and employees in particular. Core to this principle is that our work focuses on working not only for, but alongside department partners-building internal capacity and changing culture to sustain change on behalf of our constituents.

Key functions of the team include:

  • Serving as the designated County staff for the outside consultant that is conducting organizational assessments of all County departments over the coming years.
  • Supporting departments with the development of strategic plans, key performance indicators and reporting
  • Facilitating process mapping, root cause analysis and supporting change management and internal capacity development.
  • Applying process improvement methodologies to drive measurable outcomes. Though not required for this position, highly qualified candidates will have an awareness of these methodologies and staff will participate in accreditation trainings in Lean Six Sigma, or other related methodologies.
  • Developing and leading the County's new performance management framework, which may include the development of performance management dashboards
  • Leading cross-departmental improvement initiatives to enhance coordination and eliminate redundancy.
  • Other duties as assigned to support the development of the annual financial plan, performance management and other reporting requirements, and other duties as assigned.

LOCATION

This is an in-person role that requires up to five days on-site at the Marin Civic Center. As schedules allow, the County Executives Office allows for hybrid (telework/onsite) work schedules with approval from a supervisor and after a probationary period of at least six months of in person work for new employees.

ABOUT YOU

The Highly Qualified Candidate is self-directed, organized, dependable, flexible, detail-oriented and can review and deliver actionable recommendations to address complex fiscal and policy challenges. In addition, they are skilled communicators in both written and verbal formats and can maintain successful, collaborative, and constructive working relationships with internal staff and members of the public. They demonstrate leadership through strategic planning, continuous improvement, and professional collaboration. Lastly, they are able to address both specific "in the weeds" challenges within department operations and can provide recommendations which help steer departments towards positive outcomes, improved efficiency and fiscal sustainability, as well as alignment with Board priorities.

An outstanding candidate also has experience providing high level management, fiscal and policy analysis within a local government setting, or related field. They can work with data systems to conduct complex and sensitive analyses, often requiring a high level of detail. They are skilled writers who can consistently communicate complex government policy and processes in plain language. Lastly, outstanding candidates for this position are able to implement their recommendations and coordinate with the Budget Director with minimal specific oversight. Additionally, this candidate also possesses the following:

  • Experience performing budget, financial, or data analysis work

KNOWLEDGE OF

  • Principles and practices of public administration, public agency organization and human resources administration.
