Class Summary

The Department created a new Long Range Planning Division in 2026 to drive the integration of land use and infrastructure long range planning. The goals of infrastructure planning are to 1) plan infrastructure to drive growth aligned with the County's future land use plan, 2) promote people-centered design for communities, and most importantly, 3) ensure county resources are invested efficiently and intentionally.

The Infrastructure Planning Deputy Division Director will report to the Long Range Planning Division Director. The deputy division director will lead initiatives and develop tools and policies to ensure comprehensive infrastructure planning that is aligned with the County's land use policies and priorities. This position will work closely with the County's infrastructure departments, including the Department of Transportation, Department of Water Resources, and Department of Parks and Recreation, to develop infrastructure plans and priorities based on the County's Unified Plan and detailed Small Area Plans.

The initial scope for coordinated infrastructure planning includes water, sewer, stormwater, transportation, transit, and trails. This position will also work closely with other divisions within the Planning and Development Department to coordinate ordinance updates, develop policies, and support economic development and housing initiatives.

Job Description

  • Development and maintenance of county-wide population projections aligned with the County's future development map in the Unified Plan; the population projections will be used to develop projections for infrastructure capacity evaluations
  • Research, analysis, and tracking of planning data
  • Development and maintenance of shared tools and infrastructure analysis methodologies, such as fiscal impact analysis and infrastructure cost of services
  • Development of infrastructure master plans, including water resources mater plans and mobility master plans
  • Working with stakeholders to ensure successful implementation of plans and planning tools developed for use by multiple departments
  • Development of a common prioritization framework for all infrastructure capital projects to achieve the Unified Plan and Small Area Plan vision; preparing standard operating protocols and conducting training for the use of this framework
  • Review requests for rezoning and special administrative permit for proposed development projects
  • Preparation of ordinances, policies, or guidance as needed to support infrastructure planning initiatives
  • Management of consultants performing work for the County

The grade for this position is 108.

Minimum Qualifications

  • Bachelor's or master's degree in Civil Engineering, Environmental Engineering, Urban or Regional Planning, or a related field; AND
  • Eight (8) years of related experience, including a minimum of two years of supervisory experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job as those listed above.

Preferred Qualifications in addition to the above minimum qualifications

  • Knowledge of water/sewer/stormwater system capacity management and modeling experience not required but strongly preferred.
