Job Description and Duties
Under general direction of the Information Technology Manager I, the Information Technology Specialist II is a member of the Enterprise Systems Development team and is responsible for executing the full application development lifecycle for the Department of Finance's business applications. This position will provide technical support to the Department's projects involving application development utilizing Java, HTML, XML, JavaScript, Bootstrap, Angular and MS SQL. This position utilizes expert skills in designing, coding, testing and maintaining custom, interactive, secure, mission critical, data-driven applications.
The Information Technology Specialist II must have the ability to learn new concepts, understand system to system relationships and interfaces and maintain cooperative working relationships with business partners and the development team to identify goals and objectives. The incumbent must possess strong organizational, analytical, and verbal/written communication skills; works both independently and as a technical lead of a team developers participate in meetings, provide status reports, and completes work assignments in an effective, accurate, and timely manner. The incumbent must keep up with current and industry trends, standards and practices related to web application development.

Special Requirements
This position is located in Sacramento.
Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of two days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion. Implementation of Executive Order N-22-25 requiring four in-office workdays has been postponed until July 1, 2026, but may be subject to change.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.
