Minimum Qualifications
Bachelors degree. Eight years of progressively responsible experience in developing, and/or configuring applications, and/or IT infrastructure support/maintenance, and/or radio infrastructure systems, and/or information security are required. Additional related work in developing, and/or configuring applications, and/or IT infrastructure support/maintenance, and/or radio infrastructure systems, and/or information security may substitute for the required college education on a year-for-year basis.

The IT Manager will work closely with high-level management and alongside a diverse team of IT professionals within the Communications & Information Technology Department (CITD). This is an advanced management position responsible for partnering with County agencies in the development, implementation, support, and maintenance of business-critical enterprise solutions and technology initiatives.
Responsibilities include directing research, review, and analysis of existing business processes and developing strategies for implementing innovative technology solutions to improve operational efficiency and service delivery. The position oversees project management activities and deliverables for large-scale enterprise initiatives, including managing cross-functional teams comprised of technical and business analysts, project managers, software developers, and other IT professionals. Duties also include coordinating the activities of multiple software development teams across varying technology platforms, establishing project timelines and priorities, and ensuring successful project delivery through all phases of implementation.
Additional responsibilities include interacting professionally with a diverse group of stakeholders representing County departments and agencies; assessing workload, staffing, and resource requirements to meet current operational commitments and future strategic objectives; evaluating technology changes and funding availability; and managing large-scale enterprise projects involving complex business and technical environments.
The position also entails advanced technical and administrative responsibilities, including supervising highly trained technical professionals performing specialized technical assistance and custom software development functions; conducting feasibility and cost analyses for new systems and enhancements; developing and tracking operational budgets; preparing performance evaluations; addressing employee performance and work-related issues; mentoring and developing staff; and establishing standards, procedures, and best practices to support effective technology operations and service delivery.
