Job Description and Duties

Under the general direction of the Information Technology Manager II, the Information Technology Manager I (ITM) shall implement strategic direction established by the ITM II and provide operational oversight of enterprise technology services. The ITM provides managerial oversight through Information Technology Specialist I and II staff responsible for the planning, implementation, support, and maintenance of assigned technology domains, fostering a high-performing team of 11 State employees. The team manages a diverse hybrid technology environment encompassing cloud services, enterprise productivity and collaboration platforms (including systemwide Google Enterprise implementations), identity and access management, application development, and emerging artificial intelligence capabilities.

In addition to personnel management responsibilities, ITM provides leadership and oversight for contractors, consultants, and other external service providers. The incumbent acts as a critical leader in driving large-scale change management initiatives, ensuring workforce readiness, comprehensive staff training, and operational continuity during major enterprise platform transitions.

The amount of telework is at the discretion of the Department and based on the Chancellor's Office's evolving telework policy. The Chancellor's Office supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to the headquarters office in Sacramento if an urgent need arises.

Special Requirements

The Statement of Qualification (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills meet the minimum and desirable qualifications and qualify them for the position. As an IT Manager, describe how you would use technology and lead your team to contribute to these goals. Include your leadership philosophy, key technology priorities, and the methods you would use to deliver high-quality services and outcomes that support the Chancellor's Office mission and Vision 2030.

  2. IT teams are often asked to do more with limited time, budget, and staff resources. As an IT Manager, describe how you would determine which projects and tasks should be completed first and how you would lead your team to deliver results. Discuss your approach to managing project complexity, budget constraints, staffing levels, and employee skill sets while ensuring high-quality service and successful project outcomes.

  3. This position supervises a team of 11 state staff responsible for technology operations, services, and projects. Describe how you would lead the team, assign work, and manage resources to ensure projects and operational tasks are completed on time, within scope, and with high-quality results. Include examples of how you communicate expectations, monitor progress, and support staff performance and development.

  4. Technology is constantly evolving, and IT managers are often expected to implement new solutions such as AI. Describe how you would lead your team in researching, developing, and deploying a technology solution that is new to both you and your staff. Discuss how you would build expertise, manage implementation risks, provide consultation to Chancellor's Office leadership, and maintain a strong commitment to delivery to ensure the solution is implemented successfully, adopted by stakeholders, and achieves its intended business outcomes.
